SEP 1 1991 Bou 4 7 P4GE 317 <br />DR. .JONES/ED SCHMUCKER DID NOT ANSWER WHEN CALLED. <br />ROBERT MCFARLAND SPOKE REPRESENTING THE TAXPAYERS ASSOCIATION <br />OF INDIAN RIVER COUNTY. HE COMMENTED THAT AT THE LAST MEETING THE <br />SPEAKERS SAID THE LITTLE PEOPLE DON'T KNOW WHAT IS GOOD FOR THEM, <br />ONLY THE GOVERNMENT DOES, AND THEY SAID ONLY THE NATIVES SHOULD <br />MAKE A DECISION. HE STATED THAT THE NATIVES ARE GETTING A FREE <br />RIDE FROM THE TAXES WE PAY. MR. MCFARLAND REPORTED THAT A SUMMARY <br />OF THE ASSOCIATION'S POSITION WAS TRAMSMITTED TO EACH COMMISSIONER <br />IN .JUNE AND HE WOULD REFER BRIEFLY TO IT TO CITE THE MAJOR THINGS <br />WRONG WITH THE PLAN; <br />(1) NO CONSIDERATION OF ECONOMIC PENALTIES IN LOCAL TAXATION <br />AND COST OF LIVING; <br />(L) ALLOWS POPULATION EXPLOSION TO TEN TIMES PRESENT VALUE <br />AT BUILD -OUT; <br />(3) 9 NEW INDUSTRIAL PARKS TO ENCOURAGE INDUSTRIALIZATION <br />OF THE COUNTY. <br />MR. MCFARLAND THEN SPOKE OF THE DRASTIC CONSEQUENCES OF <br />EXPENSION AND INDUSTRY ON COST OF LIVING AND WAY OF LIFE, RESULTING <br />IN SHORTAGE OF WATER AND BALLOONING OF ITS COST; A HOUSING BOOM <br />FROM POPULATION EXPLOSION THAT WILL DRIVE UP THE COST FOR THESE <br />POOR WORKING MEN SOME HAVE BEEN WEEPING ABOUT; TRAFFIC JAMS, EX- <br />PANSION OF ROADS, SCHOOLS, POLICE AND FIRE PROTECTION AND TOO MUCH <br />INDUSTRY WHICH WILL HAVE AN ADVERSE AFFECT ON THE TOURIST TRADE. <br />MR. MCFARLAND CLAIMED THAT MOST INDUSTRY BRINGS IN EMPLOYEES FROM <br />THE OUTSIDE AND DOES NOT SOLVE COMMUNITY PROBLEMS, AND CITED DETROIT <br />AS AN EXAMPLE. MR. MCFARLAND STATED THAT THE PROPOSED PLAN WILL <br />ASSURE THAT OUR WAY OF LIFE WILL DISAPPEAR IN A DECADE OR TWO AND THE <br />ONLY PEOPLE WHO WILL GAIN ARE THE DEVELOPERS, ETC. HE URGED THAT <br />THE COMMISSION NOT ADOPT THE PLAN UNTIL ALL IS EVALUATED AND FELT IT <br />IS THE DUTY OF THE COMMISSION TO HAVE A REFERENDUM AND LET THE <br />"STUPID" CITIZENS VOTE BECAUSE THEY MAY JUST KNOW WHAT THEY WANT. <br />ARTHUR RAPPOPORT WAS CALLED AND DID NOT ANSWER. <br />W. H. MCLAUGHLIN STATED THAT HE WHOLE HEARTEDLY SUPPORTED <br />THE RECOMMENDATIONS OF THE VERO BEACH CIVIC ASSOCIATION, AND HE WAS <br />QUITE DISTURBED TO HAVE CHAIRMAN LYONS IN HIS PRINTED REMARKS, TAKE <br />
