Building Ordinance continued: <br />-3- <br />required fee as estimated by the Building Official shall be paid at <br />the time of filing the application and the balance of the fee shall <br />be paid when the Building Permit is issued." <br />9. Board of Adjustments and Appeals - Appointment. Section <br />111.1 is amended to read: <br />"There is hereby established a board to be called the Board <br />of Adjustments and Appeals, which shall consist of five (5) members. <br />Said Board shall be appointed by the Board of County Commissioners <br />of Indian River County, Florida, by Resolution." <br />10. Term of Office. Section 111.2 is amended to read: <br />"The members of the Board of Adjustment and Appeals shall <br />serve such terms as established by the Board of County Commissioners <br />of Indian River County, Florida, by Resolution." <br />11. Chapter III, Fire Districts, is repealed. <br />12. Footings and Foundations - General. The First Paragraph <br />of Section 1302.1 is amended to read: <br />"Except in the case of temporary structures, footings and <br />foundations unless specifically provided, shall be constructed of <br />grillages of steel, of masonry or of reinforced concrete in no case <br />less than 12 inches below grade. The use of monolithic poured slabs <br />and footings shall be permitted in accordance with sound construction <br />practices and shall be permitted where justified. Masonry units used <br />in foundation walls and footings shall be laid up in Type M, S, or N <br />mortar. The base areas of all footings and foundations shall be <br />proportioned as specified in Section 1302.3." <br />13. Appendix "D" - Iiurricane Requirements. The provisions <br />of Appendix"D" - Hurricane Requirements - are declared to be man- <br />datory. <br />14. Electrical Code. <br />Section 1. Title. The provisions in this article shall <br />constitute and may be cited as "The Electrical Code" hereinafter <br />referred to as "this code." <br />Section 2. Code Remedial. This code is remedial and shall <br />be construed to secure the beneficial interests and purposes thereof - <br />which are public safety, health and general welfare - through safety <br />to life and property from fire and other incidents to the installation, <br />alteration, repair and maintenance of electrical wiring appartus or <br />equipment for lights, heat power and other uses or purposes. <br />Section 3. Scope. <br />(1) The provisions of this code shall apply to all <br />electrical construction, installation, alteration or repair and to <br />all electrical equipment and materials, used, connected to or installed <br />in any building, structure or appurtenance subject to this ordinance <br />as well as the maintenance thereof. <br />(2) No provision of this code shall be held to deprive <br />any federal or state agency or any applicable governing body having <br />jurisdiction of any power or authority which it had on the effective <br />date of this ordinance or of any remedy then existing for the enforce- <br />ment of its orders, nor shall it deprive any individual or corporation <br />of its legal rights as provided by law. <br />Section 4. National Electrical Code Adopted. Indian River <br />County hereby adopts by reference the National Electrical Code published <br />
