SEP 8 1981 Box 47 PAGE 401 <br />BEN BAILEY 1415 43Rb COURT CAME BEFORE THE BOARD AND STATED <br />THAT HE WAS A LIFE-LONG RESIDENT, LOCAL CITRUS GROWER, AND WAS SPEAKING <br />THIS EVENING AS AN INDIVIDUAL. HE CONTINUED THAT HE GENERALLY AGREED <br />WITH THE CLUP AS IT SEEMED TO BE REASONABLE AND CONSERVATIVE BUT <br />FELT A PROVISION FOR REVIEW OF THE PLAN COULD BE IMPLEMENTED. MR. <br />BAILED STATED THAT HE WILL CONTINUE TO GROW CITRUS; HOWEVER, LATER <br />THEY WILL WANT TO DEVELOP THE LAND. HE PERSONALLY PREFERS LOW DENSITY <br />BUT WANTED TO BE SURE THAT THE PEOPLE WITH LAND ON THE NORTH SIDE <br />OF WABASSO ROAD ARE TREATED THE SAME AS OTHERS - THEY DO NOT WANT <br />THEIR DEVELOPMENT RIGHTS GIVEN AWAY TO PRESERVE THE RIGHTS OF OTHERS. <br />MR. BAILEY REITERATED THAT HE WANTS TO BE GIVEN THE SAME CONSIDERATION <br />AS OTHERS ON THE BARRIER ISLAND. <br />THE CHAIRMAN CALLED MICHAEL A. KENNEY BUT HE DID NOT RESPOND. <br />GEORGE M. BEUTTELL, 5480 ROSEWOOD ROAD, APPROACHED THE <br />BOARD, AND AGREED THAT THE PLAN WAS GOOD AND SOUND BUT POINTED OUT A <br />FEW THINGS THAT CONCERNED HIM. HE ASKED IF IT WAS GOOD COMMON SENSE <br />TO PUT A RESIDENCE NEXT TO THE RAILROAD. MR. BEUTTELL FELT ONE UNIT <br />FOR 232- ACRES WAS RESTRICTIVE BUT FELT ONE UNIT PER ACRE WAS GOOD. HE <br />COMMENTED THAT TO TRY TO CLOSE OFF THIS COUNTY TO OTHERS WAS WRONG <br />HE THEN QUOTED FROM THE INSCRIPTION ON THE STATUE OF LIBERTY. <br />CHAIRMAN LYONS CALLED FREDERICK S. SOCKBESON BUT HE DID <br />NOT RESPOND. <br />GORDON S. NUTT WAS CALLED BUT WAS NOT PRESENT. <br />THE CHAIRMAN CALLED R. N. RUSSELL AND HE REQUESTED THAT A <br />REPRESENTATIVE FROM PELICAN ISLAND GROVES SPEAK IN HIS BEHALF. THE <br />REPRESENTATIVE, FROM MIAMI CAME BEFORE THE BOARD AND ADVISED THAT <br />PELICAN ISLAND GROVES OWNS PROPERTY DESIGNATED AGRICULTURAL AND IT <br />WAS PURCHASED WITH THE INTENTION OF SOME DAY DEVELOPING IT. HE THEN <br />SPOKE OF THE RAPID GROWTH ON THE BARRIER ISLAND AND CAUTIONED ABOUT <br />ENVIRONMENTALLY SENSITIVE AREAS. HE SUGGESTED GIVING DEVELOPMENT <br />RIGHTS IN THE LOWLAND AREAS TO ENCOURAGE DEVELOPERS TO HEAL SOME OF <br />THE SCARS IN THOSE AREAS. <br />
