(c) Mobile homes having a concrete slab, the top of <br />which is vertically within twelve (12") inches or less of <br />the bottom of the floor of the mobile home, and where the bottom <br />of the floor is within sixteen (16") inches or less of the ground, <br />will be exempt from having a frame tie, or ties, installed in <br />this area only_ The end frame ties, however, shall riot be <br />exempt. <br />Provided, that those mobile homes which are presently tied <br />down in compliance with the requirements of the insurance company <br />insuring same, and have been approved by the insurer, shall <br />be deemed to have complied with the tie -down standards of this <br />Ordinance. Upon relocation of such mobile homes, however, tie <br />down requirements shall apply. <br />(d) Other types of piers and methods of blocking, ground <br />anchors or tie -down cable or cables or couplings may be approved <br />by the County if deemed the equivalent of the foregoing speci- <br />fications, and specific written approval is given by the county. <br />(e) Travel trailers that are not to be in the County more <br />than fifteen (1.5) days shall be excluded from this section. <br />Section 6. New Mobile Homes. <br />(a) That after the effective date of this Ordinance, prior <br />to occupancy, every new mobile home, occupied as a dwelling, <br />must be issued a Certificate of Occupancy after an on site <br />inspection insuring compliance with State laws, this Ordinance <br />and State and local regulations, regarding such functions as <br />blocking and leveling, anchoring, tie -downs, utility connections, <br />conversion of appliances, and external improvement on the mobile <br />home. <br />Section 7. Requirements. <br />(a) It shall be the responsibility of the owner of the <br />property or operator of a trailer park on which a unit is parked <br />to provide the required ground anchors installed. <br />Section 8. Enforcement and Penalty Section. <br />(a) The enforcement of these provisions shall. rest <br />with Lhe City --County building Department. <br />(b) Certificates of Occupancy shall be issued by the <br />-4- <br />
