The two culverts east of the road and on both sides of North <br />Canal are proposed with flap gates on the downstream side. <br />This would preclude both passive inioundment of rainwater for <br />mosquito control, and tidewater access to the impounded wetlands <br />during monthly and seasonal (autumn) high tides in the Indian <br />River. This artificial drainage of salt marsh would, if <br />included, cause more environmental damage than any other <br />aspect of this road proposal. Instead of flap gates, the <br />culverts should be equipped with fia3hboard risers to maximize <br />future management options for impoundment. drainage, and tidal <br />access. <br />4.
