flood maps, no land below the level bf the one-hundred-year _-U. <br />shall be developed unless the new construction or substantial <br />improvement shall: <br />(1) Be located landward of the reach of the mean high tide; <br />(2) Be elevated on adequately anchored piles or columns to <br />a lowest floor level at or above the applicable one-hundred- <br />year flood level and securely anchored to such piles or <br />columns; and <br />(3) Have no basement and have the space below the lowest floor <br />free of obstructions so that the inpact of abnormally high <br />tides or wind-driven water is minimized. <br />Section 8. BUILDING PERMIT APPLICATIONS REVIEWED PRIOR TO ISSUANCE. <br />Within those unincorporated areas of Indian River County designated <br />as flood hazard areas by the flood maps, all building permit <br />applications for new construction or substantial inprovements of <br />residential and nonresidential structures including prefabricated <br />and mobile homes shall be reviewed to assure that the proposed <br />construction shall: <br />(1) Be protected against flood damage; <br />(2) Be designed or modified and anchored to prevent flotation, <br />collapse or lateral movement of the structure; <br />(3) Use 'construction materials and utility equipment that are <br />resistant to flood damage; <br />(4) Use construction methods and practices that will minimize <br />flood damage; <br />(5) Determine that all necessary federal and state permits have <br />been previously obtained and copies of all permits required <br />by federal and state agencies shall accompany the ap- <br />plications for building permits; <br />(6) Determine that all space below the lowest supporting member <br />of the lowest floor including basements shall be open so as <br />not to impede the flow of water; <br />(7) Determine that all buildings or structures located in "V" <br />zones shall be securely anchored on pilings or columns which <br />shall be designed and anchored so as to withstand all applied <br />loads of the base flood flow in compliance with this sub- <br />section, and that such anchoring be certified by a registered <br />professional engineer or architect; <br />(8) Use no fill as structural support; <br />(9) Make no alterations of sand dunes or mangrove stands which <br />could increase potential flood damage; and <br />(10) In any case where breakaway walls are planned, they not be <br />part of the structural support of the building. <br />Section 9. SUBDIVISION REQUIREMENTS: <br />(1) All subdivision proposals shall be consistent with the need <br />to minimize flood damage; <br />-3- <br />
