r BOOR 47 PAGE 50 7 <br />16 198T <br />ZONING DIRECTOR DEWEY WALKER REPORTED THAT BESIDES THE <br />PROPERTY PRESENTLY UNDER CONSIDERATION FOR REZONING, THERE ARE 205 <br />ACRES ZONED R -IPM, MAINLY LOCATED IN THE NORTH END OF THE COUNTY. <br />APPROXIMATELY 80% OF THIS ACREAGE IS UNDEVELOPED AT THIS TIME. <br />ATTORNEY CLEM EMPHASIZED THE NECESSITY FOR SITE PLAN <br />REVIEW OF THE RENTAL MOBILE HOME PARK, THE OVERALL PLANNING <br />WHICH WOULD INCLUDE A CLUB HOUSE AND LAKE, AND THE FACT THAT THERE <br />ARE REGULATIONS WHICH REQUIRE THE UNITS TO BE KEPT UP TO CERTAIN <br />STANDARDS. <br />THE PROBLEM OF TURNOVER IN OWNERSHIP OF MOBILE HOME RENTAL <br />PARKS WAS BROUGHT UP, AND JOHN SEIBEL OF ARISTEK PROPERTIES, INFORMED <br />THE BOARD THAT HIS COMPANY HAS DEVELOPED ABOUT 12,000 SITES IN <br />MOBILE HOME RENTAL PARKS ALL OVER THE UNITED STATES, AND THEY HAVE <br />NEVER SOLD ONE OF THEIR PARKS. AS TO PEOPLE MOVING THEIR TRAILERS <br />FROM ONE PARK TO ANOTHER, MR. SEIBEL EXPLAINED THAT IS NOT THE WAY <br />IT IS DONE. A PERSON MOVING INTO A PARK IS REQUIRED TO BUY THEIR <br />MOBILE HOME FROM THAT PARK'S SALES CENTER. HE POINTED OUT THAT THIS <br />DOES NOT TRAP A MOBILE HOME OWNER IN A CERTAIN PARK AS HAS BEEN <br />CLAIMED BECAUSE THERE IS A VERY ACTIVE MARKET IN RESALE OF MOBILE <br />HOMES. MR. SEIBEL INFORMED THE BOARD THAT THE LOTS IN A PERMANENT <br />MOBILE HOME PARK DO NOT SELL AS WELL BECAUSE THERE IS NOTHING TO <br />FORCE THE INDIVIDUAL OWNER TO KEEP UP THEIR PROPERTY WITH THE RESULT <br />THAT IT BECOMES RUN DOWN, AND, THEREFORE, TO HAVE THIS R-lPM ZONING <br />REMAIN IN THE CENTER OF THEIR R-lMP PROPERTY WOULD BE VERY DETRIMENTAL <br />TO THEIR TRYING TO DEVELOP ONE LARGE COORDINATED PROJECT. MR, SEIBEL <br />URGED THAT THE BOARD RETURN THE ZONING TO ITS ORIGINAL R-1MP. <br />WILLIAM KOOLAGE, INTERESTED CITIZEN, SPOKE OF PROBLEMS <br />RELATED TO RENTAL MOBILE HOME PARKS AND ASKED THAT THE BOARD ACT <br />WITH CAUTION. <br />COMMISSIONER FLETCHER WISHED TO KNOW IF A PERSON MOVING <br />INTO SUCH A PARK IS GIVEN ANY GUIDEINES IN REGARD TO SELLING HIS <br />PROPERTY AT A FUTURE TIME, AND ATTORNEY CLEM REPORTED THAT STATE <br />STATUTE ALLOWS SUCH A MOBILE HOME OWNER TO SELL HIS UNIT AT ANY <br />TIME AND IN ANY REASONABLE FASHION, AND THEY DO NOT HAVE TO GO <br />THROUGH THE PARK MANAGEMENT. <br />
