Lyons <br />Chairman <br />SUBJECT: Library <br />REFERENCES: <br />I thought it might be well to review the history of the <br />Library situation with the hope that we can get everyones <br />energies directed in one direct4cn. Namely, improving <br />Library services in this County. A good, ,free, public Library <br />is a priority asset for this County. <br />Early in 1980 the Library was in a crisis situation and was <br />not sure whether or not it would be able to keep its doors <br />open for the remainder of the year. At that time I was asked <br />to join the Board as the County's representative to provide <br />assistance. As a result I as:ed the Cortnission for the formation <br />of an Ad Hoc Library Study Committee which was made up of qualified <br />local residents. They did a fine job in a short time and came up <br />with a number of recommendations which were duplicated by a <br />later study and by the recommendations of Mrs. Virginia Grigg, <br />Chief, Bureau of Library Development for the State of Florida. <br />The Library Board, possibly at the insistence of the Librarian, <br />asked the County to apply for a State grant for another study of <br />the Library. We obtained the grant and the study was performed <br />by Dr. I'. William Summers an eminent Library Consultant. <br />All three sources of information suggested that the Library <br />report directly to the County and two out of the three recommended <br />considerably increased financing. <br />Two of the three also recommended a review of our Library <br />card procedures since -it appears that our practices are too <br />restrictive. <br />Two of the t=ree also indicated that our hours should be <br />increased. <br />
