SEP 16 1991 <br />I think we owe -it to tho citizens of this County to either <br />,et full measure from the funds �-.e allocate or we should with- <br />draw the allocation'. I would like to see the Commission increase <br />its allocation to the Library by $20,000 so that we can assure <br />the addition of a fully cualified Assistant Librarian.to meet the <br />goal outlined by the Library Board and if they will agree to the <br />review of the Library cards and Library hours. We can assure <br />ourselves of the qualifications of the Librarian through our <br />County Personnel Department with the assistance of Mrs. Srigg. <br />CHAIRMAN LYONS COMMENTED THAT WITH ALL THE UPHEAVAL AND <br />CONTROVERSY GOING ON IN CONNECTION WITH THIS ACTIVITY AT THE PRESENT <br />TIME, PERHAPS WE OUGHT TO ASK THE LIBRARY BOARD IF THEY WOULD BE IN A <br />POSITION TO TRANSFER THE OPERATION OF THE LIBRARY TO THE COUNTY AT <br />THIS TIME, HE NOTED THERE HAD BEEN A POSSIBILITY DISCUSSED THAT THE <br />LIBRARY BOARD AND ASSOCIATION MIGHT BE WILLING TO COME TO THE COUNTY <br />THROUGH A SPECIAL TAXING DISTRICT, AND HE WISHED TO KNOW IF THE <br />LIBRARY BOARD IS IN A POSITION TO DELIVER THE OPERATION OF THE LIBRARY <br />TO THE COUNTY PENDING THE FORMATION OF SUCH A TAXING DISTRICT. <br />MRS, FRIEND, PRESIDENT OF THE LIBRARY BOARD, COULD NOT <br />ANSWER WITHOUT BRINGING THIS TO THE ATTENTION OF THE ENTIRE BOARD. <br />THE CHAIRMAN EMPHASIZED THAT WE WANT THE LIBRARY BOARD TO <br />MAKE CERTAIN COMMITMENTS AS A REQUIREMENT OF FUNDING. <br />MRS. FRIEND FELT IT WOULD BE HELPFUL TO HAVE GUIDELINES AND <br />STATED SHE WOULD CALL A SPECIAL MEETING AND CONVEY THIS TO THE BOARD. <br />DISCUSSION FOLLOWED. COMMISSIONER WODTKE EXPRESSED CONCERN <br />ABOUT COMMITTING ANY ADDITIONAL FUNDING AT THIS TIME BECAUSE OF BUDGET <br />PROBLEMS. HE ALSO HAD A PROBLEM WITH THE COUNTY SETTING POLICY FOR <br />THE LIBRARY BOARD AND FELT WE SHOULD TAKE OVER THE LIBRARY ONLY AS A <br />LAST RESORT, BUT HAD NO PROBLEM WITH REQUIRING ACCOUNTABILITY OF THE <br />DOLLARS FUNDED. <br />COMMISSIONER SCURLOCK WAS NOT IN FAVOR OF A SPECIAL TAXING <br />DISTRICT FOR THE LIBRARY. HE ALSO HAD DIFFICULTY IN CONSIDERING AN <br />EXTRA $20,000 FUNDING BECAUSE OF BUDGET CONSTRAINTS, BUT STRONGLY <br />BELIEVED, SINCE THE COUNTY IS FUNDING APPROXIMATELY S7j', THAT THE <br />Eno <br />
