VARN <br />SECRETARY 20211? <br />f4- $j <br />`J <br />C. <br />r <br />We have recently completed a traffic signal study at the subject <br />intersection. This study included consideration of such factors <br />as traffic volumes, delay studies, pavement and geometric character- <br />istics, field reviews and accident analysis. <br />A review of the data revealed that the minimum warrants for <br />signalization, as put forth in the manual on Traffic Control Devices <br />were not met at this location. However, we did note the presence <br />of amber flashing beacons on the stop signs at this intersection. <br />It is our recommendation that Indian River County replace these <br />beacons with red stop sign control beacons. <br />Although we understand the concern of the citizens of Indian River <br />County regarding traffic safety at this location, we must point out <br />the following: <br />o The fatal accident of May 25, 1981 was caused by a motorcyclist <br />on Glendale Road driving at 70-80 mph. It is questionable <br />whether a person driving in such a fashion would be restrained <br />by a traffic signal. <br />o Traffic volumes at this location are too low to warrant a <br />traffic signal even when Warrant No. 6, the "Accident" warrant, <br />is applied. <br />v It has been found that the installation of unwarranted traffic <br />signals causes delay to vehicles on the main street as well as <br />increased delay to side street vehicles. In addition, rear -end <br />accidents are increased in frequency. <br />We must, therefore, deny_ this request for a traffic signal at the <br />subject intersection. <br />Sincerely, <br />j <br />/James P.
