explained that they do not wish to go to the expense of <br />hiring their own security guard, but, although at this point <br />very few people are aware the park is open, they already are <br />parking on the Pebble Beach Villa's property and making use <br />of'their private shower and boardwalk. Mr. Latta continued <br />that they do not wish to become a nuisance to the Sheriff, <br />but they do worry about vandalism since they are only 30' <br />from the park. He urged that the Board consider entering <br />into a binding agreement with the Town of Indian River Shores <br />so that Pebble Beach Villas may become a part of the Town <br />once again. <br />Discussion continued about the policing problem and the <br />option of hiring personnel for the park, such as a lifeguard, <br />etc. <br />William Koolage, County taxpayer, spoke in opposition to <br />the proposed annexation by Indian River Shores since the <br />County is growing; we need access to the beach; and beach <br />property is hard to come by. -He did not believe any <br />agreement would last any longer than -it would take Indian <br />River Shores to get a lawyer to attack it. <br />Commissioner Wodtke reiterated that he had no problem <br />with annexation of everything except the park area, and he <br />believed if the property to the west of AlA were included, it <br />would be a legal annexation. <br />Motion was made by Commissioner Wodtke, seconded by <br />Commissioner Bird, to agree to the annexation of all the <br />property under discussion except parcels, 1, 2, 3 and 4, (the <br />park properties). <br />Further discussion ensued pro and con the proposed <br />annexation and agreement re the park property, and <br />Commissioner Wodtke pointed out that the Comprehensive Land <br />Use Plan of the Town of Indian River Shores does not even <br />allow any parks in the Town limits.
