Wednesday, November 4, 1981 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the City Hall Council Chambers, <br />1053 20th Place, Vero Beach, Florida` on Wednesday, November 4, 1981, <br />at 8:30 o'clock A.M. Present were Patrick B. Lyons,Chairman; <br />William C. Wodtke, Jr., Vice Chairman; Dick Bird; Alfred Grover <br />Fletcher; and Don C. Scurlock, Jr. Also present were Neil A. Nelson, <br />County Administrator; L. S. "Tommy" Thomas, Intergovernmental <br />Coordinator; George G. Collins, Jr., Attorney to the Board of County <br />Commissioners; Jeffrey K.Barton, Finance Director; Neal Bird, <br />Bailiff; and Janice Caldwell and Virginia Hargreaves, Deputy Clerks. <br />_ The Chairman called the meeting to order. <br />Chairman Lyons led the Pledge of Allegiance to the Flag, <br />and Dr. G. Julius Rice, Pastor, Community Church - United Church of <br />Christ, gave the invocation. <br />ADDITIONS TO THE AGENDA <br />agenda. <br />The Chairman asked if there were any additions to the <br />Commissioner Wodtke requested adding an item, requiring <br />action, for the Beach Restoration Plan with the Corps.of Engineers. <br />Chairman Lyons requested adding an item regarding the <br />Flood Insurance Program. <br />Commissioner Fletcher stated he would not vote for <br />Commissioner Wodtke's item since it required action to be taken. <br />Motion was made by Commissioner Wodtke, seconded by Commis- <br />sioner Bird, for the Board to add the emergency item regarding the <br />Beach Restoration Plan. <br />The Chairman called for the question. It was voted on and <br />carried with a vote of 3 to 2, with Commissioners Fletcher and Scurlock <br />voting in opposition.
