BLUE CYPRESS LAKE <br />Administrator Nelson discussed the request from St. Johns <br />River Water Management District regarding the designation of <br />Middleton's Fish Camp as a public access point at Blue Cypress Lake, <br />referring to the following pertinent information: <br />TO: The Honorable Members of DATE: October 28, 1981 FILE: <br />the Board of County Commissioners <br />SUBJECT: St. Johns River Water Management <br />District's request, re: Designation <br />of Middleton's Fish Camp as a public <br />access point on Blue Cypress Lake <br />FROM:- Neil A. Nelson REFERENCES: <br />County Administrator <br />DESCRIPTION AND CONDITIONS <br />By way of correspondence from St. Johns River Water Management District date <br />August 17, 1981, the District requested that the County consider approval of <br />an access point at the County Park on Blue Cypress Lake. This action is <br />necessitated due to the Water Management District's decision to designate the <br />upper St. Johns marsh as a Type II Wildlife Management area. The County <br />staff has discussed the matter with representatives of the Water Management <br />District as well as other interested citizens that are knowlegable concerning <br />the fish camp and Blue Cypress Lake. <br />ALTERNATIVES AND ANALYSIS <br />.County staff has researched the matter and the issue boils down to the <br />.necessity of County approval of the Water Management District's request to <br />.designate property for public access. <br />Staff has reviewed the matter with interested persons knowlegable of the fish <br />camp area. The residents have expressed concern about potential conflict <br />involving the family oriented use of the facility vs other interests. It was <br />felt that the access should be limited to fishing/boats access; thereby, excluding <br />.air boats and other such track and wheel vehicles. -The feeling was that due to <br />accessability problems to the fish canip area as well as limited parking and <br />sanitary facilities, that it would be appropriate to indicate limited access. <br />RECOMMENDATION <br />It is recommended that the Board of County Commissioners designate County owned <br />property in the vicinity of Middleton's Fish Camp as a public access point, <br />limiting access to boat traffic; thereby, discouraging other type vehicles, ie; <br />air boats and track vehicles, that appropriate County staff be authorized to advise <br />the district to so indicate on their maps. <br />NOV 4 1981 54 BooK 48 PACE 53 <br />
