THE LAND USE PLAN - DEVELOPMENT STRATEGY - MANAGING GROWTH <br />THROUGH DE?.SITY <br />Managing growth through density is a concept by which <br />future development patterns are planned, based on the <br />carrying capacity of land and available resources. <br />Development of land for urban uses is limited by the <br />availability of existing and proposed services necessary to <br />ensure the health, safety and welfare of a growing <br />community. <br />The rate and location of future development in Indian <br />River County cannot be permitted to exceed the pace by which <br />government can provide community facilities and services. <br />To insure proper allocation of land to be set aside for <br />urban expansion, the County will develop capital improvement <br />programs for all essential services. These programs <br />establish the County's responsibilities and fiscal ability <br />to accommodate future growth proposals. <br />The Land Use Plan assigns specific density capacities <br />to various land districts. Each district is given its <br />particular residential density according to the following <br />criteria: <br />1) historical development patterns <br />2) proximity to urban centers <br />3) physical characteristics <br />All commercial and industrial uses permitted within a <br />district are regulated by zoning, location, and performance <br />standards which must be met before a project is approved. <br />4 <br />
