3) Insure that major thoroughfares are maintained at <br />levels of service having stable flow <br />characteristics and shall only approach unstable <br />flow conditions during peak traffic periods. <br />Minimum thoroughfare level shall be <br />level of service "D", as in the transportation <br />element of the Comprehensive Plan. <br />URBAN SERVICE AREA PRIORITIES 1980-1990 <br />PRIORITY #1: SOUTH COUNTY: <br />The south county area, which includes the U.S.#1 <br />corridor to Oslo Road and the south barrier island will <br />continue to have the rapid growth. This growth, combined <br />with extensive service planning by the county, necessitates <br />the establishment of this area as a high priority for <br />service expansion. <br />PRIORITY #2: GIFFORD <br />The proximity of the Gifford area to the city of Vero <br />Beach enables this area to be provided with services at <br />reasonable cost. A portion of Gifford is currently <br />receiving water service from the county. Projected growth, <br />combined with extensive service planning by the county, <br />necessitates the establishment of this area as a high <br />priority for service expansion. <br />PRIORITY #3: WABASSO, SEBASTIAN AND ROSELAND <br />These areas are experiencing rapid growth, despite the <br />current lack of services. Growth is centered in the <br />Sebastian Highlands Subdivision, and along the Indian River. <br />URBAN SERVICE AREA PRIORITIES - 1990-2000 <br />PRIORITY #1: STATE ROAD 60 CORRIDOR TO I-95 <br />State Road 60 is the major transportation link <br />connecting western portions of the county with the more <br />urbanized areas along the Indian River and Atlantic Ocean. <br />As planned growth expands westward, this area is established <br />as a high priority for services. <br />6 <br />
