SECTION 4 <br />Section 4(A).1, entitled "RFD:Rural Fringe Development District", is hereby <br />created to read as follows: <br />SECTION 4(A).1: RFD: RURAL FRINGE DEVELOPMENT DISTRICT <br />A. PURPOSE AND INTENT. <br />The RFD district is established to implement the Indian River County <br />Comprehensive Plan policies for managing land designated RR -1 on the <br />Comprehensive Plan Land Use Map for rural -residential at a density of one <br />(1) unit per two and one-half (2.5) acres. The RFD Rural Fringe Develop- <br />ment District is generally located between lands designated for urban <br />development and land designated on the Comprehensive Plan for agricultural <br />use. <br />The RFD Rural Fringe Development District is intended to provide oppor- <br />tunities for very low density residential living in rural areas on the <br />outside fringe of suburban development. In addition to rural residential <br />uses, the RFD district is intended to accommodate limited types of <br />non-commercial agricultural uses with characteristics compatible with <br />suburban land in the immediate vicinity. Finally, the RFD Rural Fringe <br />Development District is intended to include development options with <br />characteristics which do. not adversely impact the sensitive nature of <br />adjacent agricultural lands. <br />B. PERMITTED USES. <br />In the RFD, Rural Fringe Development District, no building or structure <br />shall be erected, altered or used, nor shall any land or water use by <br />permitted, except for one or more of the following. Site plan review shall <br />be required for all uses except single family dwellings, pursuant to the <br />provisions of Section 23. <br />1. Residential Uses. <br />- Single Family Dwelling <br />2. Institutional Uses. <br />- Foster Care Facilities <br />- Places of Worship <br />3. Community Service Uses. <br />- Emergency Services <br />4. Recreation Uses. <br />- Parks and Playgrounds Open to the Public <br />C. USES REQUIRING ADMINISTRATIVE PERMITS. <br />The following uses shall be permitted in the RFD, Rural Fringe Development <br />District, subject to the specific use criteria established in Section 25.1, <br />"Regulations for Specific Land Uses" and review procedures established in <br />Section 25.2, "Review of Uses Requiring Administrative Permits". <br />1. Agricultural Uses. (Section 25.1(A)) <br />- Kennels and Animal Boarding Places, Noncommercial <br />- Nurseries and Greenhouses, Noncommercial <br />- Stables, Noncommercial <br />2. Institutional Uses. (Section 25.1(C)) <br />- Child Care or Adult Care Facilities <br />D. SPECIAL EXCEPTION USES. <br />-11- <br />
