SECTION 6 <br />A new Section 6(A), entitled "RS -3 and RS -6: Single Family Residential Dis- <br />tricts" is hereby adopted and shall read as follows (Sections 7 and 8 are <br />reserved): <br />SECTION 6(A). RS -3 and RS -6: SINGLE FAMILY RESIDENTIAL DISTRICTS <br />A. PURPOSE AND INTENT. <br />The RS -3 and RS -6 Single Family Residential Districts are established to <br />implement the land use policies of the Indian River County Comprehensive <br />Plan which manage lands designated for low density residential development, <br />LD -1 and LD -2, respectively. Residential development within these zoning <br />districts is intended to be restricted to single family residential devel- <br />opment. However, a mixture of structure types, including cluster develop- <br />ment consisting of attached single family dwellings may be approved as a <br />special exception Planned Residential Development (PRD). The RS -3 and RS -6 <br />Single Family Residential Districts are intended to accommodate an adequate <br />range of housing opportunities and requisite community facilities consis- <br />tent with provisions of the Indian River County Comprehensive Plan. <br />The maximum residential density intended to be permitted in the RS -3 <br />district is up to three (3) units per acre consistent with the LD -1 Compre- <br />hensive Plan designation described in the Land Use Element. The maximum <br />residential density intended to be permitted in the RS -6 district is up to <br />six (6) units per acre consistent with the LD -2 Comprehensive Plan desig- <br />nation described in the Land Use Element. <br />B. PERMITTED USES. <br />In the RS -3 and RS -6, Single Family Residential Districts, no building or <br />structure shall be erected, altered or used, except for one or more of the <br />following. Site plan review shall be required for all uses except single <br />family dwellings, pursuant to the provisions of Section 23. <br />1. Residential Uses. <br />Single Family Dwellings <br />2. Institutional Uses. <br />- Foster Care Facilities <br />3. Community Service Uses. <br />- Emergency Services <br />C. USES REQUIRING ADMINISTRATIVE PERMITS. <br />The following uses shall be permitted in the RS -3 and RS -6, Single Family <br />Residential Districts, subject to the specific use criteria established in <br />Section 25.1, "Regulations for Specific Land Uses" and review procedures <br />established in Section 25.2, "Review of Uses Requiring Administrative <br />Permits". <br />1. Agricultural Uses. (Section 25.1(A)) <br />- Noncommercial Kennels and Animal Boarding Places (RS -3 district <br />only) <br />2. Institutional Uses. (Section 25.1(C)) <br />- Group Home, Level I (RS -6 District Only) <br />3. Recreation Uses. (Section 25.1(E)) <br />- Parks and Playgrounds, Open to the Public <br />-17- <br />
