SECTION 8 <br />A new Section 10(A), entitled "RM -3, RM -4 and RM -6: Multiple Family Residential <br />Districts", is hereby adopted and shall read as follows: <br />SECTION 10(A). RM -3, RM -4 and RM -6: MULTIPLE FAMILY RESIDENTIAL DISTRICT <br />A. PURPOSE AND INTENT. <br />The RM -3, RM -4 and RM -6 Multiple Family Residential Districts are estab- <br />lished to implement the Comprehensive Plan policies for managing land <br />designated for low density residential development, LD -1 and LD -2, respec- <br />tively. These districts are intended to accommodate low density residen- <br />tial development, including single family and multiple family structure <br />types. The RM -3, RM -4 and RM -6 Multiple Family Residential Districts are <br />intended to accommodate an adequate range of housing opportunities and <br />requisite community facilities consistent with provisions of the Indian <br />River County Comprehensive Plan. <br />The maximum residential density intended to be permitted in the RM -3 <br />district is up to three (3) units per acre consistent with the LD -1 Compre- <br />hensive Plan designation described in the Land Use Element. The maximum <br />residential density intended to be permitted in the RM -4 district is four <br />(4) units per acre and the RM -6 district permits up to six (6) units per <br />acre. The RM -4 and RM -6 districts are both consistent with the LD -2 <br />Comprehensive Plan designation described in the Land Use Element. <br />B. PERMITTED USES. <br />In the RM -3, RM -4 and RM -6 Multiple Family Residential Districts no build- <br />ing or structure shall be erected, altered or used , except for one or more <br />of the following. Site plan review shall be required for all uses except <br />single family dwellings, pursuant to the provisions of Section 23. <br />I. Residential Uses. <br />- Duplex <br />- Multiple Family Dwellings <br />- Single Family Dwellings <br />2. Institutional Uses. <br />- Foster Care Facilities <br />3. Community Service Uses. <br />- Emergency Services <br />4. Recreation Uses. <br />- Parks and Playgrounds Open to the Public <br />C. USES REQUIRING ADMINISTRATIVE PERMITS. <br />The following uses shall be permitted in the RM -3, RM -4 and RM -6 Multiple <br />Family Residential Districts subject to the specific use criteria estab- <br />lished in Section 25.1, "Regulations for Specific Land Uses" and review <br />procedures established in Section 25.2, "Review of Uses Requiring Adminis- <br />trative Permits". <br />1. Institutional Uses. (Section 25.1(C)) <br />- Group Home, Level I <br />D. SPECIAL EXCEPTION USES. <br />The following uses may be permitted within the RM -3, RM -4 and RM -6 Multiple <br />Family Residential Districts subject to the specific use criteria estab- <br />lished in Section 25.1, "Regulations for Specific Land Uses" and review <br />-23- <br />
