ii. No off-street parking or loading space shall be located <br />closer than twenty-five (25) feet to any property line <br />abutting a residential district. <br />iii. Any accessory restaurant or ticket sales activities which <br />may be included as part of the cultural or civic facility <br />shall conduct all sales activities within the building. <br />iv. Access to the facility shall be from a major thoroughfare. <br />V. Screening (reserved). <br />3. Educational Facilities, Excluding Business, Secretarial and Vocational <br />Schools. Special Exception <br />a. Districts Requiring Special Exception: Educational facilities, <br />excluding business, secretarial and vocational institutions may be <br />allowed in the A-1, RFD, RS -1, RS -3, RS -6, RT -6, RM -3, RM -4, RM -6, <br />RM -8, RM -10, RM -14, RMH-6 and RMH-8 zoning districts upon receiving <br />approval as a special exception as provided in Section 25.3 and after <br />meeting the requirements defined below. <br />b. Additional Information Requirements: <br />i. The site plan shall denote the location of all existing <br />structures, parking facilities, and the circulation plan for <br />all adjacent sites, pursuant to the requirements of Section <br />23. <br />ii. A description of the anticipated service area and projected <br />enrollment shall be provided. <br />iii. A copy of all requisite licenses from the State of Florida. <br />C. Criteria for Educational Facilities: <br />i. Sites shall be located near major thoroughfares so as to <br />discourage traffic along local residential streets in <br />residential subdivisions. Elementary schools should be <br />discouraged from locating adjacent to arterial roadways. <br />ii. Depending on the type of facility proposed, the minimum <br />spatial requirements for the site shall be similar to <br />standards utilized by the Indian River County School Board <br />and the State of Florida. <br />iii. No main or accessory building shall be located within one <br />hundred (100) feet of any property line not adjacent to the <br />street or roadway. <br />iv. The applicant shall submit a description of anticipated <br />service area and projected enrollment, by stages if appro- <br />priate, and relate the same to a development plan explain- <br />ing: <br />-- Area to be developed by construction phase. <br />-- Adequacy of site to accommodate anticipated facilities <br />enrollment, recreation area, off-street parking and <br />pedestrian and vehicular circulation on site including <br />loading, unloading and queuing of school bus traffic. <br />-- Safety features of the development plan. <br />V. No rooms within the school shall be regularly used for the <br />housing of students when located in a Single Family Residen- <br />tial District. <br />4. Governmental Administration Building. (Special Exception) <br />a. Districts Requiring Special Exception: Governmental adminis- <br />tration buildings may be allowed in the A-1, RFD, RS -i, RS -3, RS -6, <br />-50- <br />
