SECTION 13 <br />Section 25(A).2, entitled "Review of Uses Requiring Administrative Permits", is <br />hereby created to read as follows: <br />SECTION 25.2 REVIEW OF USES REQUIRING ADMINISTRATIVE PERMITS <br />A. PURPOSE AND INTENT. <br />This section is established to provide for the granting of administrative <br />permits by the Planning and Zoning Commission for certain activities, which <br />because of their scale, duration or nature, would not generally have an adverse <br />impact on their surroundings when regulated in accord with the standards set <br />forth in this Ordinance. <br />B. ESTABLISHMENT OF USES REQUIRING ADMINISTRATIVE PERMITS. <br />The district regulations of this Ordinance specify those uses which require an <br />administrative permit. Such uses shall be permitted only after being approved <br />pursuant to the procedures established in this section and only after satisfying <br />the specific use criteria established in Section 25.1, "Regulations for Specific <br />Land Uses". <br />C. AUTHORIZATION. <br />The Planning and Zoning Commission is hereby authorized to decide all applica- <br />tions for administrative permits, as set forth in these provisions, subsequent <br />to a recommendation by the Planning and Development Director. <br />D. CONDITIONS AND SAFEGUARDS. <br />The Planning and Zoning Commission may attach to its approval of an administra- <br />tive permit any reasonable conditions, limitations or requirements which are <br />found necessary in its judgment to effectuate the purposes of this section and <br />carry out the spirit and purpose of the Ordinance. <br />E. PROCEDURES FOR REVIEW OF USES REQUIRING ADMINISTRATIVE PERMITS. <br />Uses requiring an administrative permit shall be reviewed pursuant to the <br />procedures and notice requirements established in Section 23, "Site Plan Ap- <br />proval". <br />F. STANDARDS. <br />No administrative permit shall be approved by the Planning and Zoning Commission <br />unless: <br />1. Specific Requirements. The proposal is in compliance with all appli- <br />cable district regulations, the applicable specific land use regu- <br />lations of Section 25.1 and all other applicable regulations. <br />2. Comprehensive Plan. The proposal is determined to be consistent with <br />the Indian River County Comprehensive Plan. <br />G. STATUS OF DECISIONS. <br />Actions taken by the Planning and Zoning Commission regarding administrative <br />permits shall be deemed final unless appealed to the Board of County Commission- <br />ers, pursuant to the procedure of this Ordinance. <br />-59- <br />
