The appropriate number of applications shall be <br />filed with the Planning and Development Division. <br />a. Site Plan Required; Optional Conceptual Special Exception A - <br />rp ova I . <br />Concurrent Site Plan and Special Exception Approval. <br />Applications for special exception uses shall include a site <br />plan, prepared in accordance with the provisions of Section <br />23, "Site Plan Approval", and shall include all additional <br />information required in Section 25.1, "Regulation for <br />Specific Land Uses". <br />ii. Conceptual Special Exception Approval. <br />An applicant for special exception approval may elect to <br />submit a conceptual site plan, rather than a complete site <br />plan pursuant to the requirements of Section 23. Applicants <br />wishing to obtain special exception approval based on a <br />conceptual site plan shall submit details of the project, as <br />required by the Director of Planning and Development, and a <br />statement approved by the County Attorney that he or she <br />will comply with all standards for the use as required by <br />the zoning ordinance and any conditions which may be at- <br />tached by the Board of County Commissioners. If the appli- <br />cant is granted conceptual special exception approval, the <br />approval shall not be considered final until a complete site <br />plan satisfying all conditions of special exception approval <br />has been reviewed and approved pursuant to Section 23, "Site <br />Plan Approval". <br />Request for Waivers or Modifications. Any requirements of this <br />Ordinance which the applicant is requesting be waived or modified <br />as may be allowed under this Section, shall be clearly indicated <br />by section and paragraph numbers in the application, together <br />with the rationale for the request. <br />C. Staff Review. Upon receipt of the application, the Planning and <br />Development Director shall forward it to all appropriate County <br />reviewing agencies, and shall initiate his review of the applica- <br />tion for conformance with the standards of this section. The <br />Planning and Development Director or his appointed staff member <br />may require the submission of additional information, as needed, <br />in order to adequately review a complete application. <br />Planning and Zoning Commission Review. <br />a. Notice and Hearing. The Planning and Zoning Commission shall <br />hold a public hearing on the application within a reasonable <br />period of time following its receipt from the Director. Notice <br />shall be provided in accordance with the notification require- <br />ments for a rezoning. <br />b. Decision. Within a reasonable period of time following the close <br />of the public hearing on the application, the Planning and Zoning <br />Commission shall make its report and recommendation to the Board <br />of County Commissioners for approval, approval with conditions or <br />denial of the application, stating in writing its reasons for any <br />recommendation of denial. <br />Board of County Commissioners Review. <br />a. Notice and Hearing. The Board of County Commissioners shall hold <br />T public hearing on the application, report, and recommendation <br />of the Planning and Zoning Commission within a reasonable period <br />of time following receipt from the Planning and Zoning Commis- <br />sion. Notice shall be provided in accordance with the notifica- <br />tion requirements for a rezoning. <br />-61- <br />
