SECTION 3 <br />A new Section 4(A), entitled "A-1: Agricultural District", is hereby adopted and <br />shall read as follows: <br />SECTION 4(A). A-1: AGRICULTURAL DISTRICT <br />A. PURPOSE AND INTENT. <br />The A-1 district is established to implement the Indian River County <br />Comprehensive Plan policies for managing land designated for agricultural <br />development on the Comprehensive Plan Land use Map. The purpose of the A-1 <br />district is to carry out the goals and objectives of the Indian River <br />County Comprehensive Plan which recognizes that agricultural production is <br />an essential industry and a major contributor to Indian River County's <br />economy. The A-1 district is intended to protect agricultural lands, <br />recognizing that they are valuable due to the unique soil characteristics <br />and local climatic conditions which render the designated land especially <br />productive for agriculture and silviculture. <br />The Agricultural District is also intended to protect both existing and <br />potential agricultural land from the encroachment of urban development. <br />Furthermore, the Agricultural District is intended to promote conservation <br />of open space, vegetative cover, natural systems, aquifer recharge areas, <br />wildlife habitats, and scenic areas. Finally, the purpose of this district <br />is to permit a variety of activities which require non -urban locations but <br />which do not detrimentally impact lands devoted to rural and agricultural <br />purposes. <br />B. PERMITTED USES. <br />In the A-1 Agricultural District no building or structure shall be erected, <br />altered or used, nor shall any land or water use be permitted, except for <br />one or more of the following. Site plan review shall be required for all <br />uses except single family dwellings and Agricultural Uses, as established, <br />herein, pursuant to the provisions of Section 23. <br />1. Agricultural Uses. <br />- General Farming Activities <br />- Kennels and Animal Boarding Places, Noncommercial <br />- Livestock and Poultry Raising <br />- Nurseries and Greenhouses, Noncommercial <br />- Plant Nurseries <br />- Stables, Commercial <br />- Stables, Noncommercial <br />- Tree Farms <br />2. Residential Uses. <br />- Single Family Dwelling <br />3. Institutional Uses. <br />- Cemeteries <br />- Foster Care Facilities <br />- Places of Worship <br />4. Community Service Uses. <br />- Emergency Services <br />5. Recreational Uses. <br />- Parks and Playgrounds Open to the Public <br />6. Utility Uses. <br />- Public and Private Utilities, Limited <br />-7- <br />
