b. Member of the Planning and Development Division, as des- <br />ignated by the Director of Planning and Development; <br />C. Public Works Director or his designee; <br />d. Chairperson of the the Planning and Zoning Commission or his <br />designee; <br />e. Representative of the County Utility Department; <br />f. Representative of Department of Environmental Health; <br />y g. Representative of County Attorney's office; and <br />h. Other representatives of County departments and agencies, as <br />approved by the County Administrator. <br />2. Duties and Responsibilities. <br />The Technical Review Corcriittee is hereby granted the following <br />duties and responsibilities regarding the review and appro%al of <br />site plan applications. <br />a. To undertake technical eyaluations of all site plan applica- <br />tions and to identify act deficiencies and/or discrepancies. <br />b. To approve, approve with conditions, disapprove or postpone <br />consideration of rinor site plans as defined herein. <br />Actions by the Technical Review Ccrrrrittee regarding minor <br />site plans shall be final unless appealed to the Planning <br />and Zoning Corn-ission within ten (10) working days. <br />3. Public Meetings. <br />Meetings of the Technical Review Cct-rittee shall be open to the <br />public and shall be held on a regular basis, as established in <br />the bylaws. Such meetings shall not require the notification of <br />those property owners surrounding the site being reviewed. <br />23.1 D. Pre -Application Conference. <br />Prior to application for any Site Plan approval, the developer should <br />confer with the staff of the Planning and Development Division to <br />discuss informally the applicable requires-ents and procedures. The <br />developer shall discuss all projects proposing construction or work <br />within a County right-of-way with the Public Vorks Director. The <br />developer should provide information necessary to describe the <br />proposed development at the time of the conference. Formal applica- <br />tion or filing of a site plan is not required for the pre -application <br />conference. <br />L3.1 E. General Procedure for Site Plan Review and Approval. <br />1. Submission of Application and Fees. <br />Prior to the review and approval of any site plan, an application <br />for such approval shall be filed with the Planning and Develop- <br />ment Division. All applications shall be accompanied by a fee to <br />be paid to the County; said fee to be established by the Board of <br />County Commissioners. Applications for site plan review shall be <br />accompanied by applications for the following permits, when <br />applicable: rights-of-way permit; tree removal; land clearing; <br />and stormwater management. An application shall be in a form <br />substantially in accordance with the form prescribed by the <br />County Administrator's office, copies of which may be obtained <br />from the Planning and Development Division of the County. The <br />authority for a person other than the owner(s) to sign such <br />application must be attached to and accompany said application. <br />Said application shall become null and void if approval is not <br />obtained within twelve (12) months of filing. Upon finding of <br />good cause, the Director of Planning and Development may grant <br />-2- <br />
