BOOK 8 PAGE 267 <br />Engineer John Robbins commented that this was done as a <br />test well program; they are now requesting that the third well be <br />installed. The contract was closed out back in February of 1981; and <br />now any additional work has to be done in the form of a change order, <br />which is a FmHA requirement. <br />Commissioner Fletcher asked if their firm was doing the <br />laboratory samples. <br />Mr. Robbins advised that Geo -Tech, of West Palm Beach, was <br />doing the samples. <br />Motion was made by Commissioner Scurlock, seconded by <br />Commissioner Bird, that the Board approve Change Order No. 2 for <br />$45,488 to Alsay-Pippin Corporation for a total of $155,184. <br />v <br />The Chairman called for the question. It was voted on <br />and carried with a vote of 4 to 1, with Commissioner Fletcher voting <br />in opposition. <br />Discussion then followed regarding the extension of the <br />existing contract with Geraghty & Miller to perform the hydrogeological <br />work. <br />Commissioner Scurlock raised objections to extending their <br />contract - he felt it was time to be competitive and give others a <br />chance to perform this work. <br />Lengthy discussion followed about the rates and fee <br />schedules; the fee ranges change along with the cost of living. It <br />was felt that all contract extension -requests should be reviewed in the <br />future. <br />Mr. Robbins pointed out that this may create a problem <br />since the change order was approved with the hydrogeologists at <br />Geraghty & Miller doing the job. <br />Motion was made by Commissioner Scgrlock, seconded by Com- <br />missioner Wodtke, that the Board approve the extension of the contract <br />with Geraghty & Miller in an amount not to exceed $17,200. <br />The Chairman called for the question. It was voted on and <br />carried with a vote of 4 to 1, with Commissioner Fletcher voting in <br />opposition. <br />
