Discussion followed on the proposed interest rate, and <br />concern was expressed that a 12% rate might encourage people <br />to use the County instead of a financial institution. It <br />was also noted that the people seemed agreeable to a payback <br />period of two years instead of installments over ten years. <br />After further discussion, it was felt the only <br />additional action required at this time was to set the date <br />for the public hearing. Attorney Brandenburg pointed out <br />that if you exclude legal holidays and Sundays, there is not <br />sufficient time to set this for= -the first meeting in <br />January. <br />On Motion by Commissioner Scurlock, seconded by <br />Commissioner Fletcher,the Board unanimously authorized <br />advertisement of a public hearing re the assessment roll for <br />petition paving of lffth Avenue between 7th and 8th Streets <br />for the second regular meeting in January. <br />Discussion continued as to a budget amendment to create <br />a separate fund for the paving program, and Commissioner <br />Scurlock requested that staff come back with a <br />recommendation on the dollars to be set aside for this <br />purpose and information as to the number of existing <br />petitions. <br />MENTAL HEALTH DISTRICT BOARD <br />John Ashcraft, Executive Director of the Indian River <br />Community Health Center, reported to the Board that the <br />Center is in a crisis situation because of the inequitable <br />allocation of funds made by the District Mental Health <br />Board, and they will have to close their in-patient unit on <br />December 31st. He explained that the District allocates <br />almost seven million in the five county area, and of this, <br />six million was allocated to Palm Beach County with the four <br />other counties receiving only one million. <br />Mr. Ashcraft then discussed the inadequacy of the <br />alternate program proposed rather than the licensed 15 -bed <br />psychiatric unit, noting that what is proposed to replace <br />23 <br />DEC 161991 wK 48 PA"F339 <br />
