'OEc 1619B1 <br />a <br />6.9:Q1( , na, <br />AUTHORIZATION FOR DRAFT OF CABLE TV LICENSE ORDINANCE <br />The Board reviewed the following memo from Attorney <br />Brandenburg: <br />TO: Pat Lyons, Chairman, and the DATE: December 8, 1981 FILE: <br />Members of the Board of County Commissioners <br />SU'RJE__CT: Request for authorization for <br />the County Attorney to prepare <br />a draft of an Indian River CATV <br />License Ordinance <br />FROM: Gary M. Brandenburg !REFERENCES: <br />County Attorney (r <br />I have reviewed the current licensing practice of Indian River County <br />with respect to cable T.V. franchises and recommend that the County Commission <br />consider adoption of a uniform licensing ordinance which would be applicable <br />to all current license holders as well as any possible future service providers <br />in the County. 'Within this ordinance current practices and procedures can be <br />codified and strenghtened. The ordinance can serve as the vehicle to address <br />issues such as; <br />1. Procedures for establishing and modifying rate and installation schedules. <br />2. License fees. <br />3. Channel and performance requirements <br />4. Consumer complaint handling. <br />5. Master planning for expansion of systems, etc. <br />In the past the County -has adopted resolutions granting permits for the <br />operation of the services in the County, each service being treated individually. <br />A uniform ordinance would serve as the basic instrument underwhich all future <br />proposals would be gauged. <br />If the County Commission desires to consider such a uniform ordinance, <br />this writer will prepare and present the draft in the near future. <br />GMB: ms <br />On Motion by Commissioner Scurlock, seconded by <br />Commissioner Wodtke, the Board unanimously authorized <br />Attorney Brandenburg to prepare a draft of an Indian River <br />County Cable TV License Ordinance. <br />PROCEDURE FOR PROCESSING INDUSTRIAL REVENUE BONDS <br />The Board reviewed memo from Attorney Brandenburg, <br />dated December 8, 1981, and attached documents, as follows: <br />30 <br />
