ORDINANCE # 85 - 29 <br />AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA AMENDING THE TEXT <br />OF THE LAND USE ELEMENT OF TIME COMPREHENSIVE PLAN <br />PERTAINING TO ESTABLISHING THE MINIMUM STANDARD <br />TO BE USED TO DETERMINE WHETHER OR NOT FUTURE <br />DEVELOPMENT EFFICIENTLY USES THE TRANSPORTATION <br />SYSTEM; AND PROVIDING FOR EFFECTIVE DATE. <br />SECTION 1 <br />Page 21 of the Land Use Element of the Comprehensive Plan <br />is hereby amended to read as follows: <br />OBJECTIVE - Maintain Level -of -Service "C", or better, on all <br />major thoroughfares in the County. <br />STANDARD - The minimum aeeeptab�e-t3�erettgl�€are-�eve�-a€-sery}ee <br />shall-be-level-a€-Sevviee-H standard to be used to determine <br />whether or not future development efficiently uses the trans- <br />portation system shall be Level -of -Service "C" on an annual <br />basis and Level -of -Service "D" -for -Peak season traffic. <br />Proposed projects shall not greeee�-takek-s4gn}€ea�tiy-Fegaet <br />a-tna3er-tkerer�gk€are be approved by the County when existing <br />traffic, the proposed projects' traffic and baekgreund commit- <br />ted traffic on that existing major thoroughfares do not meet <br />Level -of Service "C" on an annual basis and Level -of -Service <br />"D" during the peak season. In determining the effects of a <br />proposed development on levels -of -service on a major thorough- <br />fare, the following areas shall be evaluated: <br />1) Traffic characteristics and levels -of -service of <br />existing major thoroughfares directly affected by <br />the proposed project; <br />2) Trip generation and origin -destination projections <br />for the proposed project; <br />3) The impacts of the proposed project on affected major <br />thoroughfares; <br />4) Impacts of previously approved projects affecting the <br />same major thoroughfares as the proposed project; <br />CODING: Words in struek-threugh-type are deletions from <br />existing law; words underlined are additions. <br />
