The -plot diagram <br />shall show (1) the building, front yard, side yard, rear yard, floor <br />and parking areas, (2) the building height, and (3)_the setback from <br />any road, street or highway existing or proposed in -the county outside <br />the limits of any municipality. The Building Official or the County <br />Administrator may also require a boundary line survey, if necessary, <br />prepared by a qualified surveyor. The plot diagram for each application <br />that involves the construction, installation or modification of a septic <br />tank or absorption field and well and the location of the neighboring <br />septic tanks, absorption fields and wells". <br />6.. Contractor's License and Bond. Section 106.2 is amended to <br />'read: <br />"Any person engaging in the construction business as defined <br />in Chapter 468, Part II, Florida Statutes, shall be required to <br />establish his competence and qualifications to be registered or <br />certified as therein provided by satisfactorily passing the state <br />examination with the following modifications: <br />(a) Any person holding a current state, county or muni- <br />cipal license for Indian River County, as a contractor, general con- <br />tractor, building contractor or residential building contractor who <br />has not previously passed the state examination is required to do <br />so before a county occupational license shall be issued to that <br />person. <br />(b) This ordinance shall have no effect on current <br />occupational -licenses but any person failing to comply with subpara- <br />graph (a) above shall not be issued a renewal license except those <br />persons who can furnish proof to The Florida Construction Industry <br />Licensing Board that he has actively engaged in the business of <br />contracting in Indian River County, Florida, at least two out of <br />the last three years prior to the effective date of this ordinance <br />shall be entitled to register and be certified as provided in Florida <br />Statute 468.1.05(2) (b). <br />(c) No residential building contractor shall be authorized <br />to do business in Indian River County, Florida, after the effective <br />date of this ordinance unless he has qualified under the provisions <br />of this ordinance. <br />No bond shall be required under this Code. <br />7. Permits Issued Upon Affidavits. Section 106.5 is amended <br />to read: <br />"Whenever a permit is to be issued in reliance upon an affidavit <br />as provided in Section 105.6 or whenever the work to be covered by a <br />permit involves construction under conditions which, in the opinion of <br />the Building Official, are hazardous or complex, the Building Official <br />shall require that the architect or engineer who signed the affidavit <br />or made the drawings or computations, shall supervise such work, be <br />responsible for its conformity with the approved drawings, and forthwith <br />upon its completion make and file with the Building Official written <br />affidavit that the work has been done in conformity with the approved <br />plans and with the structural provisions of the code. In the event <br />such architect or engineer is not available, the owner shall employ <br />in his stead a competent person or agency whose qualifications are <br />approved by the Building Official. The Provisions of this section shall <br />be in addition to inspections as required by this Code and not in lieu <br />thereof." <br />8. Schedule of Permit Fees. Section 107.4 is amended to read: <br />"On all buildings, structures or alterations requiring a building <br />permit as set forth in Section 105, a fee shall be -paid in accordance <br />With a schedule of fees as established by the Board of County Cormis- <br />sioners of Indian River County; Florida by Resolution.
