Building Ordinance continued <br />by the National Fire Protection Association as an electrical code for <br />the .county, subject to the limitations, exceptions, and modifications <br />in this article. Three (3) copies of said code are on file in the <br />office of the Clerk of the Circuit Court for Indian River County, <br />Section 5. Maintenance. All electrical systems, wiring <br />materials, devices and safeguards, now existing or hereafter installed, <br />oball be maintained in a safe condition. The owner or his designated <br />agent shall be responsible for such maintenance. <br />Section 6. Electrical Installation or Maintenance by Home <br />9wner, Nothing in this code shall prevent any homeowner from installing <br />Ur -maintaining electrical wiring apparatus or equipment within his own <br />property boundaries, provided such electrical work is done by himself <br />and is used exclusively by him or his family. Such privlege does not <br />convey the right to violate any of the provisions of this code, nor is it <br />to be construed as exempting any property owner from obtaining a permit <br />and paying the required fees therefor. <br />Section 7. Organization. There is hereby established a <br />division of the Building Department to be called the Electrical Divi - <br />Bion, which shall be in charge of the County Building Official. <br />Section 8. Inspectors. The County Building Official, with <br />the approval of the Chief Appointing Authority, may appoint such number <br />of officers, inspectors, assistants and other employees as shall be <br />authorized from time to time. No person shall be appointed as electrical <br />inspector who has not had at least ten (10) years experience as an <br />electrical inspector journeyman electrician,,master electrician or com- <br />petent mechanic in charge of electrical construction. <br />Section 9. Deputy. The Building Official may designate as <br />i <br />his deputy an employee n the department who shall, during the absence <br />or disability of the Building Official, exercise all of the powers of <br />the Building Official. <br />Section 10. Restrictions on Employees. No officer or em- <br />ployee connected with the department, except one whose only connection <br />is as a member of the Board of Adjustments and Appeals, shall be finan- <br />cially interested in the furnishing or labor, material or appliances <br />for the construction, alteration or maintenance of electrical instal- <br />lations or in the making of plans or specifications therefor unless he is <br />the owner of such building. No such officer or employee shall engage <br />iti any work which is inconsistent with his duties or with the interests <br />of the department. <br />Section 11. Records. The Building Official shall keep or <br />cause to be kept a record of the business of the electrical division. <br />The records of the electrical division shall be open to public inspection <br />at all reasonable times. <br />Section 12. Reports. The Building Official shall annually <br />submit a report to the local governing body covering the work of the <br />electrical division of the department during the preceding year. <br />Section 13. Powers and Duties of Building Official. <br />(1) The County Building Official (sometimes hereinafter <br />referred to as the Electrical Inspector) shall enforce the provisions of <br />this code, and he or his duly authorized representative may enter any <br />building structure or premises that is subject to this ordinance to <br />perform any duty imposed on hum by this code. <br />(2) Upon notice from the Building Official that - work or <br />any electrical installation is being done contrary.to the provisions of <br />
