JAN <br />61982 <br />BOOK 48 <br />Fa,c 519 <br />PRIORITY <br />T2: <br />OSLO RO'1D TO SOUTH <br />COUNTY LIME <br />Nero Beach Highlands is a large subdivision in this <br />area; there is a large scale development program ongoing. <br />In anticipation of future population growth the County will <br />expand services to this area. <br />PRIORITY 117'3: NORTH BEACH <br />Because of the planned low density residential <br />character of this area, provision of services to the north <br />beach will receive a lower priority than mainland areas. <br />Development proposals in the north beach should consider <br />individual wells and septic tanks, community franchised <br />facilities, or a similar means of providing services. <br />LAND USE PLAN MAP DISTRICTS <br />The future development of the County will be determined <br />through the designation of specific maximum residential <br />densities. The type of use and density allocation will be <br />controlled by the Zoning Code. This approach allows future <br />growth in those areas where the carrying capacity of the <br />land can accommodate development and where service can be <br />provided in a cost effective manner. <br />The density districts described in this element <br />represent the maximums permitted; they do not represent <br />entitlements. Actual residential densities may be less than <br />maximums displayed on the Larid Use Map. <br />When projects abut density district boundaries, zoning <br />will be applied which promotes a smooth transition between <br />the districts. These transition's areas should contain land <br />uses that do not generate drastic changes in intensity. <br />These areas should be assigned zoning categories that serve <br />as intermediate steps between areas of differing land use <br />intensities. <br />The categories described in the Land Use Element are <br />shown on the Land Use I-.Iap. The text of this element shall <br />be considered equal to the map insofar as density <br />restrictions an6 regulating policies are concerned. <br />7 <br />
