Regin <br />REFERENCES: attached Contract <br />Kindly review the attached contract for legal sufficiency <br />between Indian River County and O'Haire, Peterkin and Moran, <br />Chartered, and Deloitte, Haskins and Sells, Independent Public <br />Accountants. The purpose of the contract is to engage the accounting <br />firms to perform an audit of the County's Section 8 Existing Rental <br />Assistance Program. <br />When you are able to make a satisfactory finding, the contract <br />should go to the Board of County Commissioners for its approval and <br />authorization of its execution by the Chairman of the Board. <br />The U.S. Department of Housing and Urban Development requires <br />that the County as a public housing agency obtain a biennial audit <br />of its operations. We are now due to have an audit for the 27 -month <br />period ending September 30, 1981. <br />In accord with an existing contract dated May 5, 1980, the con- <br />tracting firms are in the process of completing an audit of the <br />general accounts of Indian River County for fiscal years 1980/81. <br />This enabled them to discount their usual fee from their standard <br />rates in quoting a fee of $2500.00 to do the audit. <br />The Jacksonville office of H.U_.D: has done a preliminary review <br />of the contract and found it to be consistant with their model form. <br />They have indicated by telephone that the contract and fees will be <br />acceptable to them when it has been approved and executed by both <br />the County and the Contractors. <br />The Section 8 Account,has been credited by H.U.D. with $2500.00 <br />to cover the cost of the audit. <br />We have been advised by the representative of the contractinc, <br />firms, Mr. Andrew W. Williams that they can complete the audit in <br />accord with H.U.D. requirements by January 31, 1982. <br />Transmitted herewith are six copies of the contract. Upon <br />completion of review by the County Attorney, I respectfully request <br />the contract to audit the Section 8 Existing Rental Assistance <br />Program be submitted to the Board of County Commissioners for <br />their ap,Iroval and authorization to the Chairman to execute the <br />contract. <br />Kindly return five executed copies of the contract to me to be <br />forwarded to the Jacksonville office of H.U.D. for their formal <br />approval prior to delivery to the contractor. <br />23 <br />
