JAIL FACTORING <br />The Board then reviewed the following memorandum <br />dated December 30, 1981 from the Administrator: <br />.TO: T1hie Honorable Goard of <br />Count;, Commissioners <br />DAT c: December 30, 1951 <br />SUBJECT: Jail Factoring <br />FROM: _ EFERENCES: <br />Nei I I° l son <br />County dministrator <br />DESCRIP-ICN r,r;D CONDITIOPd <br />F1 LE: <br />The Florida Department of Corrections has advised Sheriff -Dobeck of the results of <br />the October 21, 1981 factoring of the Indian River County Jail. Their letter to <br />the Sheriff is attached. As a result of this factoring the present factor capacity <br />is 46. However, this could be increased to 74 by allowing out of cell time for <br />the inmates not in a trustee status. This could be accomplished by providing <br />an indoor recreation area for the inmates by moving the deputy's day room. Some <br />modifications to the day room area would be required, however, the modifications <br />would be minimal. In order to use the day room for the inmates indoor recreation, <br />area, suitable quarters would be required for the deputies. This could be <br />solved by placinq a 10 foot by 50 foot mobile office in front of the jail. The <br />cost of the mobile office would be: <br />RENT <br />$270.00 Monthly Rent <br />$100.00 Blocking and Leveling Charge <br />$190.00 Tie Dorrn Charge <br />$270.00 Round Trip Delivery and Pick-up Charge <br />rQg4 PRTrF <br />Standard $7,750.00 <br />If the Board approves moving the Civil Defense Office into the Administration <br />Building, then the Civil Defense Office could be renovated into a, day room. Please <br />refer, to my report regarding relocation of the Civil Defense Building. If the <br />Civil Defense Office remains at its present location, then we could purchase the <br />trailer and use it as an office until the new jail is contracted. <br />RECOMMENDATIONS <br />It is recommended that: <br />1. The deputy day room be converted into an indoor recreation room for <br />the inmates. <br />2. The deputy day room be relocated to an office trailer• adjacent to the <br />jail. <br />3. That we rent an office trailer, to serve as a temporary day room. Funds <br />to be provided from account -OU1-220-519-34.42. <br />4.
