The preliminary assessment roll is on file in the Office of the County Administrator and is open to public inspection during normal working hours. ' Intersted. parties may appear and be heard regarding the proposed assessments contained in the preliminary assessment roll. If any person decides to appeal any decision made on the above matter, he will need a record of the proceedings, and for such purposes, he may need to insure that a verbatim record of the proceedings is made, which record includes the testimony in evidence on which the appeal is based.
