JAN 2 01992 Nj�i 48 FAGF61i <br />TO: The Honorable Board of <br />County Commissioners <br />FROM: Neil Nelson <br />County Administrator <br />DATE: December 7, 1981 F{LE:IRC-8I-ZC-26 45 <br />SUBJECT: Vero Ventures and Vero Beach Shores, <br />Inc. request to rezone 5.95 acres <br />from A -Agricultural to R-1AA <br />REFERENCES: <br />It is recommended that the data herein presented be given formal consideration by <br />the Board of County Commissioners in the form of a public hearing on January 20, <br />1982. <br />DESCRIPTION & CONDITIONS <br />The applicant is requesting that 5.95 acres of land be rezoned from A -Agricultural <br />to R-1AA, Single Family Residential (2.6 gross units/acre). The Comprehensive Plan <br />designates the subject property as LD -1 with a maximum density of 3 units per acre. <br />The site is located on the west side of State Road A -1-A, approximately 2.2 miles <br />north of W abasso Beach Road. The applicant's property and the acreage to the north, <br />south, and east is undeveloped and contains natural vegetation. Citrus groves <br />occupy the land to the west. <br />ALTERNATIVES & ANALYSIS <br />A. 1) Approve the request to rezone the 5.95 acres of land from A - <br />Agricultural to R-1AA, Single Family Residential (2.6 units/acre). <br />That portion of the Barrier Island lying east of the subject property and <br />east of State Road A -1-A is presently zoned R -2D, Multiple Family with a <br />maximum density of 6 gross units per acre. <br />Approximately 300' south of the applicant's parcel lies 14.75 acres of land <br />in the R-1AA, Single Family District. <br />It has been County policy to encourage low density developrnent of the Barrier <br />Island. The applicant's request to rezone this parcel, which would allow for <br />a maximum of 15 units on the 5.95 acre site, corresponds %,.ith this policy. <br />2) Initiation by the Board of County Commission to rezone the 6 acres lying <br />between the proposed R -IAA „Single Family District and the existing R-1AA <br />parcel. <br />B. Deny the request to rezone the 5.95 acre parcel from A -Agricultural to R-1AA, <br />Single Family Residential. <br />If this alternative were selected, the subject property would remain in the <br />Agricultural District.' <br />RECOMIMENDATION <br />The staff recommends that the subject property be rezoned from A -Agricultural to <br />R -IAA, Single Family Residential. It is also recommended that the Board of County <br />Commissioners initiate the rezoning of the 6 acre parcel lying bets,;een the proposed <br />R-1AA, Single Family District and the existing R-1A.A parcel as outlined in.Alter- <br />native A. This would form a contiguous 26 acre parcel which would only allow for <br />low density development. <br />The Planning and Zoning Commission unanimously approved (4 - 0) this recommendation <br />in the public hearing of December 3, 1981. <br />
