Mr. Crosby noted that Plan "A" shows a drawbridge which <br />would provide continuity of Jungle Trail and informed the <br />Board that the firm they have engaged to design the bridge <br />is a leading designer of bridges and eminently qualified. <br />Mr. Crosby noted that the bridge design criteria as <br />stipulated by the County Engineer and the DOT would support <br />a 3 axle semi -tractor trailer fully loaded, and Florida Land <br />Company would work with the County in curing right-of-way <br />deficiencies as well as employ methods to regain parts of <br />the roadway presently being eroded. He emphasized that with <br />a drawbridge, there would be a minimum disruption of <br />traffic, and provisions would be made for a loop road for <br />emergency access as a safety provision. - <br />James Beindorf, Engineer for the River Bend Project, <br />next came before the Board to discuss the proposed yacht <br />club, emphasizing that it will be a yacht club and not a <br />marina, which is a much more commercially oriented <br />operation. He reported that the yacht club is designed to <br />accommodate boats from 20' to 40' or 50' in length with <br />drafts up to 101, which will necessitate the excavation of <br />approximately 133,000 cubic yards within the boundaries of <br />the land owned by Florida Land and an additional 1,800 cubic <br />yards for connection to the waterway. Mr. Beindorf believed <br />there is a need for this type of river and ocean -oriented <br />project and that their sheltered site located on a bend of <br />the Indian River and close to the Intracoastal Waterway is <br />well suited for a yacht club. He confirmed their plans to <br />stabilize the shoreline, both along the river and within the <br />yacht club itself by planting mangroves. Mr. Beindorf <br />pointed out that permits must be obtained from the <br />Department of Environmental Regulation, and the County would <br />be appraised of everything as permitting procedures went <br />forward since written approval of the proposed activity must <br />be obtained from the <br />County Commission and <br />submitted to the <br />JAN 27199 <br />17 <br />V1 48 FA�r665 <br />
