r <br />Mrs. Stanbridge talked about a community effort to <br />restore this shoreline, noting that, in the past, attempts <br />to control the erosion have received countywide support. <br />She reported that the Department of Natural Resources in <br />Tallahassee was very encouraging about having the State <br />recognize these historical trails. Mrs. Stanbridge <br />emphasized that to disrupt this road for a developer and a <br />very small segment of population is not in the best <br />interests of Iridian River County, and she urged that the <br />Board make a policy decision so the people of the county can <br />be assured Jungle Trail is safe and secure. <br />Ann Robinson, chairman of the Conservation Committee of <br />Pelican Audubon Society, came before the Board speaking as a <br />member of the public. She expressed her dismay about how <br />this site plan has proceeded, claiming that this morning's <br />meeting was the first time the general public has had an <br />opportunity to address either the issue of a cut in Jungle <br />Trail or the River Bend site plan although the proposal was <br />made months ago. Mrs. Robinson then gave a history of the <br />Planning and Zoning meetings re this subject and quoted <br />former Assistant County Attorney Stephen Houlihan as saying <br />that "the developer is asking for something extraordinary in <br />asking the county to vacate a road for a private purpose." <br />She stated that when she questioned Attorney Brandenburg as <br />to how a marina could be allowed in R-2 zoning, he stated it <br />could be allowed as an accessory use because of a precedent <br />set. Mrs. Robinson wished to know what precedent was set to <br />allow a developer to cut through 40' of a county road; she <br />felt the procedure followed made it almost impossible for <br />members of the public to give any input on this matter; and <br />she hoped the Commission would vote to leave Jungle Trail <br />intact. <br />23 <br />��K 4wE6`�� <br />I <br />
