JAN 271982 <br />POOK '8 Fa 702 <br />Mr. Thomas told the Board once the DER receives comments <br />like those from the Game and Fish Commission, and once Federal Agencies <br />like the EPA and National Marine Fisheries, submitted their comments <br />to the Corp, all this put together; the DER technical staff reviews all <br />comments from these agencies and then they make their own biological and <br />technical report. He went on to say, under the law, that report must be <br />made to the County Commission and read into their minutes and approval <br />of the County Commission; so the County certainly does approve those <br />technical aspects in that way, after the DER has evaluated the property. <br />Mr. Jones questioned to what extent, the local government <br />agencies, through oral or written presentation, participate in this <br />additional, Federal and State review? <br />Mr. Thomas answered that some would comment on the environ- <br />mental aspects, and some would not. He noted they would be given the <br />opportunity to do so if they desired. <br />Mr. Jones then asked the Chairman if it would be her <br />pleasure for the Board to proceed questions relating to these technical <br />matters, or if the Board should pursue the matter in a more general sense. <br />The Chairman stated it would be up the the members of the <br />Commission and.she felt they shouldn't ignore anything; if it was his <br />wish to get technical; technical he would get. She further added if it <br />was the Board's wish, under these circumstances, to go ahead to general <br />things; she thought that had always been the question;, "Should the County <br />take some responsibility for what is going on in the procedures, or shall <br />we depend entirely on the State and their permitting procedures." <br />Mr. Jones said he based his question on anticipation of <br />the technical matter being on-going, continuous and extensive; he'd be <br />less inclined to want more information; but if it wasn't, he would; but <br />didn't want to ask questions till 11 P.M. and everyone was asleep. He <br />suggested perhaps the Board should be told as to how they should persue <br />this matter. <br />The Chairman then called for an answer from the Planning <br />Department as to how extensive and continuous the technical matter would <br />be. ° <br />The question was raised by Mr. Jones as to how involved <br />the Planning Department would be in the other permitting process of.zhe <br />other State and Federal Agencies and was told by Mr. Rever they would <br />-22- <br />
