The Chairman first pointed out the letters received from <br />Mr. Christenson and Mr. Crosby's letter were quite clear. <br />Mr. Beindorf thanked the Board for letting them be heard. <br />He stated they wanted to make it as simple as possible. Mr. Beindorf <br />informed the Board they had been trying to present this project for <br />over a year. He emphasized "yacht club" and not marina and noted the <br />distinction between the two; the marina has a more commercial aspect <br />in servicing the public, in general; either in refueling, servicing of <br />boats, etc.. Mr. Beindorf emphasized their project was a private <br />yacht club. He reiterated the numerous meetings held between staff, <br />his office, the developers, soforth; trying to work out a program to <br />get the site plan before the Board. He stated the many permitting pro- <br />cedures they must go through because the very nature of their project is, <br />on navicable waters or public waters. He said it just happened that <br />this particular one in the county was in the "Class II Waters". He <br />noted the difficulty Mrs. Goetzfried had at one point and said his office <br />tried to help them understand what could go into Class II Waters, what <br />was allowed in Class II Waters, and things of that nature. Mr. Beindorf <br />stated they tried to be as objective as possible. <br />Mr. Beindorf then introduced the officers of General <br />Development to the Board who had traveled from Winter Park to attent <br />the meeting, along with the staff engineers from Putnam and Depeau. <br />He then told the Board of the many meetings where these gentlemen and <br />Dr. Christensen had meet with the staff to try and iron out these diffi- <br />culties, any questions that existed in their minds.' Mr. Beindorf stated <br />Dr. Christensen had answered these questions, to the best of his ability, <br />what things he had discussed with all parties and would be available to <br />follow up on any matters. <br />Mr. Beindorf noted somewhere along the line, you had to <br />get started, somewhere, in this permitting process; you can't go to the <br />State Agencies without local approval. They were aware they had to come <br />to the County for their approval and expected to spend another 18 months <br />obtaining the rest of the necessary permits from the DER, Corp of Engineers, <br />Florida Engineers, Game and Fish, Coast Guard (probably will issue permit <br />on the bridge) and all the County staff.
