JAN 27 1982 48 F%V7 710 <br />There will be negotiations and changes made, perhaps if necessary, in <br />depths and other configurations. The thing he wanted to'point out to <br />the Board was they knew how to do that, they had those factors and they <br />had to consider the source of this kind of statement, coming from some- <br />one like Dr. Christensen is going to approved at finally, over not going <br />any further than him. <br />Mr. Jones asked if a factor is fed into this model and ends - <br />in a_ --result the DER does not find meaningful, then the model has to be <br />changed, therefore something on the site has to be changed; then what <br />happens? Do they have to come back and get another site plan approval? <br />Mr. Brandenburg answered they would have to come back for <br />a modification of the site plan; if it was a significant change ..... he <br />was interrupted by Mr. Jones who commented,'"presumably, nothing would <br />have been done at this stage on the site;" and Mr. Brandenburg said that <br />was correct. <br />Mr. Thomas stated he didn't think they ever submf't a <br />complete and final construction drawings at this stage of the process; <br />one of the most important factors in this mixing process was the move- <br />ment of the boats themselves and with that depth, and that many boats <br />moving in and out, that only would provide most of the mixing they would <br />need and wouldn't be plugged into the factor at all. <br />Mr. Jones asked Mr.. Brandenburg if the beginning develop- <br />ment on the site was contingent upon approval of every single, blooming, <br />permit and piece of paper required; or'can it be done in stages? <br />Mr. Brandenburg stated it could be done in stages, but no <br />stage can occur until permit requirements of that stage had been met. <br />He used the dredge and fill as an example; stating they could not dredge <br />and fill until they had received a dredge and fill permit. <br />Mr. Jones then questioned if the dredge and fill permit <br />had anything to do with the DER approval of the results of the model, <br />for example, in terms of flushing the basin and was told it would. <br />Mr. Thomas again assured the Board and those present the <br />DER, the Corp -or Engineers and all other agencies would require.complete <br />final construction drawings before they would give them the final permit <br />and that normally takes a year and one-half, or more of that type of <br />technical processing of the application. Going back to the design of <br />the basin, Mr. Thomas touched on the concern for heavy -metals. He stated <br />there were very few people in this state who are capable of measuring -some <br />
