The situation of the thoroughfare not meeting County specification and <br />limited width for regular vehicles, let alone tank trucks; also the <br />violation of the policy set forth in the Comprehensive Plan on the con- <br />servation of the Coastal Zone stating this road would be used for a sceenic <br />road rather than part of a thoroughfare system in the Comprehensive Plan <br />were questions he submitted. He doubted residents of River Bend would <br />allow tank trucks to ingress or egress in front of their homes from AlA <br />even if we were given promises that tank trucks would only be going through <br />AlA, we could not deny alternate access to Jungle Trail. <br />Mr. Henderscn saLd tank trucks would go through the property <br />(River Bend) just like service trucks do to go to John'.s Island. <br />The Chairman requested Mr. Brandenburg to state what their <br />options were at this moment. <br />Mr. Brandenburg said their first option would be to table <br />this matter and postpone it until the Board of County Commissioners de- <br />cide the bridge issue; the other alternative would be to decide and <br />consider the entire matter today. He warned if they did that however, <br />they should recognise that the projecte and the feasibility of the marina <br />would be contingent upon the Board's later approval. One other factor <br />is, this is an accessory use and an accessory use is subordinate to a <br />primary use. An accessory use cannot be commenced for construction until <br />the primary use has already commenced construction; so they would be <br />assured the residential area associated with this project would have to <br />proceed prior to this project proceeding. The other aspect of this would <br />be, the Planning Department has already indicated to you they do not feel <br />that they that they were totally prepared and gave their complete presenta- <br />tion tonight. He then asked Mr. Rever if his last remarks were correct. <br />Mr. Rever answered it was correct in conjunction with their <br />recommendation that was prepared before but they were prepared under that <br />, <br />recommendation to have addressed as it has been, but not go on to a <br />decision situation this evening. <br />Mr. Tippen stated it was his understanding they could act <br />upon this contingent to the County's decision. <br />Mr. Parent commented he would move to approve the River <br />Bend Yacht Club site plan, contingent upon the County Commission's approval <br />of the decision on the policies concerning bridge and the loop road; then <br />he asked if that was a proper motion and was told it was. <br />JAN 27 1982 Mr. Tippin then seconded the motion.
