interest and legal authority, after public hearing and notice to <br />licensees. <br />ARTICLE IV <br />SECTION 16. SAFETY REQUIREMENTS <br />A. The licensee shall maintain a force of resident <br />agents and employees in the County at all times of sufficient size <br />and number to provide safe, adequate and prompt service for its <br />facilities and to its subscribers. <br />B. The licensee shall adopt safety rules and regula- <br />tions and shall at all times employ due care and shall install and <br />maintain in use commonly accepted methods and devices for pre- <br />ventinv failure and accidents. which are likely to cause damage, <br />injuries or nuisance to the public. <br />SECTION 17. RATE AND INSTALLATION SCHEDULE <br />A. Basic service rates and installation fees to be <br />charged by the licensee shall be those stated in the license <br />granted hereunder or as agreed to by the Board of County <br />Commissioners pursuant to a public hearing. The rates set by the <br />Board of County Commissioners shall allow for a fair and reasonable <br />return on investment. <br />B. A task force comprised of representatives from the <br />County Attorney's Office, the Utility Department, the <br />Administrator's Office and/or such additional appointees as the <br />Board of County Commissioners shall designate, shall review all <br />applications for rate increases and make recommendations to the <br />Board of County Commissioners within sixty (60) days of receipt of <br />a complete application request by the licensee. Applicant will be <br />charged a $500.00 public hearing fee. Where desired by the Board <br />of County Commissioners, review by the Cable TV task force may be <br />waived. <br />C. Custom installation charges shall be billed on a <br />time and material basis, and no work shall commence until the <br />licensee and the subscriber have agreed in writing to the cost <br />thereof. Licensee and the customer may agree in advance to a rea- <br />sonable charge for performing the work necessary for a preliminary <br />cost estimate.
