FEB 171982 <br />t <br />sg '48 F,;'UE 871 7 <br />Mr. Wheeler went into the details of all the procedures he <br />had to go through to open a new business, the monthly <br />inspections required, etc., and stated that although he is <br />against more government, he believed this ordinance is <br />necessary to protect the people and felt that what is being <br />required is minimal. He noted that the ordinance appears to <br />exempt local people who are selling their vegetables, etc., <br />and he did not see why business people who live here should <br />have to go through all these procedures to conduct their <br />business if others come in and are not required to. <br />On Motion by Commissioner Bird, seconded by <br />Commissioner Wodtke, the Board unanimously closed the public <br />hearing. <br />Commissioner Bird believed it is very difficult to <br />write an ordinance that would encompass everything we have <br />talked about and not hurt a few. He felt we find ourselves <br />in the position where we must protect the majority, and the <br />legitimate business merchants in the county and all the <br />people they employ are definitely the majority. <br />Motion was made by Commissioner Bird, seconded by <br />Commissioner Lyons, to adopt Ordinance 82-5 regulating <br />transient merchants and authorize the Chairman to sign. <br />Commissioner Lyons stated that he would like to have <br />had comment from the Sheriff, and felt that in the future a <br />procedure should be set up whereby we can be sure the <br />Sheriff is fully apptized of any action involving his <br />department so that we can receive his comments. <br />Commissioner Fletcher argued that if an individual gets <br />together with three other neighbors and puts a card table in <br />the vacant lots next door to him, he will be in violation, <br />but the Attorney noted that he would not be unless he did <br />this more than three times in a year; however, if a person <br />did what Commissioner Fletcher has described on a continuing <br />42 <br />
