the road we are on will turn into something other than that. <br />He noted that we have a South County Water Taxing District, <br />plus the Gifford system and other systems that will be <br />financed under this umbrella and asked if there will be a <br />need to change the ordinance creating these entities. <br />Attorney Brandenburg did not believe there are any <br />taxing districts involved. He noted that the users pay for <br />the system each month when they pay their utility bill, and <br />we now want these bills all to go into one big hopper. <br />Commissioner Wodtke stated that a South County Water <br />Taxing District was set up when we wanted to formulate plans <br />and find alternatives. We did levy a small tax for those <br />particular studies, but from that point on there has been no <br />additional taxation. <br />Attorney Brandenburg commented that he was not aware of <br />that District's existence, but, in any event, it is not <br />connected with any of these purchases. <br />Commissioner Lyons asked if the consolidation agreement <br />will be broad enough to include financing of a future North <br />County water system, and Attorney Brandenburg pointed out <br />that when the Board starts to head north, they will have <br />used up -all the monies obligated under FmHA, so, that would <br />have to be a special package unless FmHA provided more <br />money. <br />Discussion continued about the vacant areas that will <br />be developed in the future, and it was felt as new <br />construction occurs, we will have impact fees, etc., to help <br />expand. <br />On Motion made by Commissioner Lyons, seconded by <br />Commissioner Wodtke, the Board by a 4 to 1 vote, <br />Commissioner Fletcher voting in opposition, authorized the <br />Attorney to arrange for consolidation of all the utility <br />systems as discussed and to negotiate with Bond Counsel. <br />MAR 31982 <br />55 ox 49 67 <br />� - J <br />
