TO: The Honorable Members of DATE: "March 3, 1982 FILE: <br />the Board of County Commissioners <br />THROUGH: Neil A.Nelson 'SUBJECT: Carpet Replacement Courthouse <br />County Administrator. <br />FROM: C.B. .Har- fi, Jr., Ph.D REFERENCES: Meeting, February 26, 1982 <br />Asst.to A min./Personnel Director <br />DESCRIPTION AND CONDITIONS <br />In response to the request from the Board of County Commissioners at <br />the special meeting, held February 26, 1982, the Administration <br />has explored items as directed. The Board directed the Administors <br />office to secure a firm to remove the carpet in the North End of <br />the Courthouse as soon as possible. The Board also requested recomm- <br />endations of alternative flooring that could be used in this area. <br />Three firms have been contacted with one reply to date. <br />The Administration contacted an occupational physician with the <br />University of South Florida with regards to a team of experts to <br />explore the courthouse problem. NIOSH was also contacted and has <br />declined an on -sight visit, however, they did state that they would <br />be available for any future analysis of the carpet and/or adhesive. <br />Arrangements have been made to relocate Judge Stikelether in the <br />Lawyers Title Building during the removal of the carpet. Other <br />locations within the Courthouse Building were explored, however, all <br />rooms available contained the same carpet and adhesive as was used <br />in his suite. The Annex area reserved for the forth courtroom was <br />found to be unsatisfactory because of construction work in progress. <br />ALTERNATIVES AND ANALYSIS <br />Creative Floors, a local carpet dealer, has worked closely with the <br />Administration in the inquiry of alternative flporing for the North <br />End of the Courthouse. Two other firms have been contacted, however, <br />have not replied with cost estimates at this time. <br />Judge Stikelether was contacted by Staff and expressed a concern over <br />the use of vinyl flooring in the Courtroom because of an acoustical <br />problem with the electronic recording. The Judge also stated that <br />Court Reporters, which are an alternative to electronic recording of <br />court proceedings are difficult to obtain and are very expensive. It <br />is his opinion carpet should be used in Courtroom C. <br />Medical Investigating Team <br />Staff checked with the University of South Florida, Department <br />of Comprehensive Medicine, located in Tampa. We spoke with Dr. <br />Lee Husting, Ph.D., Professor of Epidimiology. Dr. Husting <br />stated that he and Dr. Nicolas G. Alexiou, M.D., would be avail- <br />able and interested to evaluate the courthouse health problems. <br />Dr. Alexiou is the Director of the Regional Center for Occupation- <br />al Safety and Health.
