MAR 101982 <br />690K 19 PAE 29 1 <br />In accordance with Mr. Padgett's request, the County furnished <br />him with a list of appraisers amenable to the County. He has since <br />reviewed the list and has recommended Mr. Jack Sherman, Armfield <br />Sherman & Associates or Mr. Richard Wagner, Indian River Federal <br />Savings and Loan - Main. Office, as appraisers for County considera- <br />tion. <br />ALTERNATIVES AND ANALYSIS <br />At this point, the County has two alternatives for considera- <br />tion. They are as follows: <br />Alternative 1 <br />Consider negotiations with the Moorings Development Cor- <br />poration based upon a possible trading of land values <br />associated with the bridge crossing site for other pro- <br />perties within the northeast corner of the Moorings, <br />west of A -I -A, for the ground storage tank site. <br />Alternative 2 <br />Consider purchasing from Mr. Earl Padgett the land area <br />described previously at an appraised value. <br />Alternative 1 will require the County to relinquish its only <br />land holding in the Moorings, a site located on the Indian River <br />as a bridge crossing easement. <br />Alternative 2 will require the County to agree in advance to <br />the sale of the land at whatever the appraised value. The County <br />would also have to recommend the use of one of the appraisers <br />mentioned previously. <br />It is imperative the County purchase a land area as soon as <br />possible in order to stay within the time frame designated by the <br />South Beach City/County Agreement. <br />RECOMMENDATIONS <br />Based upon the information contained herein, the following <br />recommendations are submitted: <br />1. The Commission approve Alternative 2 for securing <br />the necessary land area required for the proposed <br />ground storage tank and fire station. <br />2% The Commission select either Mr. Jack Sherman or <br />Mr. Richard Wagner to appraise the land under <br />consideration. <br />3. The Commission agree, in writing, to the appraised <br />value of the land prior to its appraisal. <br />4. The Commission authorize the County Administrator <br />to contact the appraiser selected, and coordinate <br />the appraisal and purchase of the land under con- <br />sideration between the County and the South Indian <br />River County Fire District. <br />
