49A��E 1c�1 <br />BAR 1019x2 <br />problem with agreeing to a price determined in advance by an <br />appraiser, he called Mr. Padgett and learned that being <br />bound by an appraisal is apparently an approach Mr. Padgett <br />thought of to expedite matters. It appears Mr. Padgett is <br />willing to negotiate, and Commissioner Bird stated he would <br />prefer to see the Commission proceed on that basis rather <br />than as outlined in the memo. He further noted that Mr. <br />Padgett has not even seen a sketch of the property in <br />question. <br />Chairman Scurlock reported that the South County <br />Advisory Committee had the same concern as Commissioner <br />Bird, but they were advised this was not negotiable, and on <br />that basis, they made the recommendation to go ahead. He <br />believed if the Advisory Commission felt they had the <br />option, they would prefer to proceed on a different basis. <br />Commissioner Fletcher wished it qualified that Mr. <br />Padgett has not seen a sketch of the land. <br />Engineer John Robbins informed the Board that he and <br />Guy Wills met with Mr. Padgett on the land in question and <br />physically walked the land with him. At that time Mr. <br />Padgett felt rather than dragging this out, it would be best <br />to rely, on an appraiser, and those are the comments they <br />took to the Administrator almost verbatim. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Wodtke for purposes of discussion, to <br />accept Alternate 2 in the Administrator's memo dated <br />February 25th, and after receipt of the appraisal, we then <br />would have the option of purchasing if we consider the price <br />is fair. <br />Discussion arose about locking in that we won't exceed <br />the appraised value, and Commissioner Wodtke felt if we were <br />going to get two or three appraisals, it would be different, <br />but if we are just getting one, we need the flexibility to <br />negotiate and so -does Mr. Padgett. <br />
