island. He noted it was interesting that the City of Vero <br />Beach and ,the Town of Indian River Shores were having a <br />water dispute at this time. Attorney O'Haire commented that <br />the density classifications on the barrier island represent <br />the lowest densities of almost any area in the northeast <br />part of the country, and the Department of Interior did not <br />consider local residents or development in formulating the <br />maps. <br />The effect of what the Department of Interior is doing <br />to the citrus people is mind-boggling, Attorney O'Haire <br />noted, and they are taking away from Indian River'County an <br />asset that it would otherwise have - the tax base. If this <br />land is included in their map, Attorney O'Haire continued, <br />it would never be developed. He added that it takes away <br />from the County any flexibility or planning ability; also if <br />the map is adopted as proposed, this County will have <br />nothing more to say with what happens on the barrier island. <br />Attorney O'Haire reported that he submitted a resolution to <br />the County Attorney for the Department of Interior. He felt <br />they had formulated their maps without local consideration <br />and have put the burden of proof on the County. Attorney <br />O'Haire urged the Board to consider and adopt the resolution <br />that he had prepared, and see that it is forwarded to the <br />Department of Interior prior to March 22, 1982. <br />Mr. Ragsdale clarified some points. On three different <br />occasions, in speaking with federal officers, they had <br />indicated they would not put restrictions on lending <br />institutions; but he has been unable to find this fact in <br />writing. He continued that the Department of Interior was <br />aware that their maps were out -dated and they will be using <br />new maps to correct the inaccuracies in the present maps. <br />Chairman Scurlock commented that it would be <br />interesting to see if the government would pay for this <br />land. <br />CK A n8 <br />J9 ME JLU <br />
