RESOLUTION <br />�tiiiLRE:1S, the Town of Orchid, Indian River County, Florida, has <br />speciically reviewed the United States Department of Interior Draft <br />"lap dated January, 1982, delineating the undeveloped coastal barrier <br />designated as "Vero Beach Unit P-10, Indian River County, Florida", <br />and ` <br />WHEREAS, it appears from the review of the aforementioned map <br />that the Town of Orchid is designated as -coastal barriers to be <br />covered and included within the <br />provisions <br />of <br />said map <br />draft, and <br />1-1-1IEREAS, the Town Council <br />of the Town <br />of <br />Orchid, <br />after due <br />consideration of all factors considers its lands to be a developed <br />area and irould like to express and note the following: <br />1. That there was a United States Post Office established on <br />August 27, 1837 and remained active until 1-925. -A school house was <br />built in 1915 and served the community for ten years. The first <br />orange groves planted for commercial harvest were planted in 1890 <br />and in 1902 the first commercial plantings of grapefruit were esta- <br />blished; and since that time in 1902, all available land suitable <br />for commercial agricultural use has been in a developed state. <br />2. In 1965 the community of Orchid applied for and was granted <br />a Town Charter to preserve the character", b e- uty and charm which the <br />.•• v . <br />original settlors found in the area. Responsible decisions and <br />actions are certainly in evidence to this day exemplifying the careful <br />and judicious planning and development o.f the Town of Orchid while <br />preserving its distinctive natural beauty. <br />3. In the seventeen years since the Town of Orchid's incorpora- <br />tion, never has the Town accepted or received Federal or State <br />revenue-sharing monies nor has any Federal or State revenue monies <br />been expended for flood xeliPf. <br />4. The Town Council chose not toimplementthe Federal flood <br />insurance map for the Town of Orchid due to the experiences of the <br />past ninety-five (95) years of never having to evacuate the island <br />due to flood, high water or overwash. <br />5. That the Town of Orchid is rural in natureyand extensive <br />portions of the Town have been developed into citrus groves which <br />are presently cultivated and maintained, and grove maintenance <br />MAR 171982 am 49 P&r_179 <br />
