0 -ox 49 <br />MAR 171982 WaE 194 <br />Alternative No. 1 <br />Approval of the 16th Street Traffic Improvement Plan by the Board of County <br />Commissioners is recommended subject to the above amendments and addenda.. To <br />implement the plan, the following action should be approved: <br />1) Approve the placement of the $2,900,000 project on the Indian River <br />County Road Improvement Program (5 year Cash Flow Program). Funding <br />to come from the 3.6 million dollars deposited in the Transportation <br />Trust Fund. <br />2) Authorize the County Public Works Director to begin advertizing for <br />a Consulting Engineering Firm to perform engineering design, inspection, <br />and contract management services. A selection committee to include the <br />Members of the Technical Complement of the Transportation Planning <br />Committee can screen applicants and make recommendations to the Board <br />of County Commissioners. The cost for engineering services (estimated <br />approximately $220,000.) is included in the Project Cost Estimate. <br />3) Authorize the Public Works Department to act as the County's lead <br />department in this project. <br />Alternative No. 2 <br />1) Approve the funding as recommended in Alternative No. 1 above. <br />2) Approve the following.�new positions within the Public Works Engineering <br />Division and perform certain Engineering and inspection services with <br />County staff Approx. Yearly Salary <br />and Benefits <br />1) <br />Florida Registered Engineer <br />$ <br />452,000. <br />2) <br />Two Draft Persons <br />$ <br />463,000. <br />3) <br />Florida Registered Land Surveyor/Inspector <br />$ <br />33,000. <br />4) <br />Two Surveying Technicians <br />$ <br />36,000. <br />5) <br />Purchase Support Equipment including <br />$ <br />30000. <br />Vehicles, Survey instruments, etc. <br />, <br />. <br />$190,000. <br />Certain.miscelianeous services,such as soil borings, services to acquire <br />permits, -design of traffic control equipment, etc. will be required. <br />The above -staff will be used primarily for project management. Their <br />services can be used in other areas when not required on 16th Street. <br />The impact of the above recommendation includes: <br />1) Funding increased staff within the Public Works Department, Engineering <br />Division and approving said position. <br />2) Longer design time and project completion. <br />3) Additional administrative costs associated with the project. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that the 16th Street Traffic Improvement Plan be approved <br />as amended by the Transportation Planning Committee. <br />Based upon current unbudgeted positions in the Public Works Department, it <br />is recommended that Alternative No.l be approved. Funding to come from the <br />Transportation Trust Fund. <br />
