MAR__1 7 1982 <br />I <br />Mr. Grover Fletcher <br />Chairman, Transportation <br />Planning Committee <br />Administration Building <br />Vero Beach, Florida 32960 <br />Dear Grover: <br />BOOK "�� FAtE 200. <br />4835 66th Avenue <br />Vero Beach, Florida 32960 <br />March 5, 1982 <br />Re: Sixteenth Street- <br />-3 n Traffic Improvement Plan <br />The Safety Committee of the County Council of PTAs would like,very <br />much to compliment Mr. Jim Davis and his staff for the tremendous <br />amount of work they have done obtaining the data necessary to complete <br />this preliminary Traffic Improvement Plan for Sixteenth Street, We feel <br />that this preliminary plan presented in February to the Transportation <br />Planning Committee is a viable way to obtain solutions to the many <br />problems existing along that roadway. <br />We have reviewed and would like to comment on several aspects <br />covered under this preliminary plan. <br />1) We agiee with the staff's recommendation that the pedestrian <br />bridge alternative should not be considered. The age of the <br />students that would use this overhead bridge leads us to <br />believe that "herding" them onto such a walkway would not <br />solve the safety problem. Most of these students are old <br />enough to drive vehicles -and we feel that they are old enough <br />to properly use simple, designated pedestrian walkways. If it <br />is found that the newly designated and restricted walkways and <br />parking areas on city property or school property are abused, <br />strict enforcement of city and school rules should then be <br />undertaken by the proper authorities. <br />2) The internal flow of buses and other vehicular 7traffic on the <br />High School grounds should be coordinated with the newly <br />designed 16th Street traffic flow plan. It is imperative that <br />an effort be made by the techincal members, especially those <br />representing the school and the county to address this problem. <br />The Appendix VII entitled School Traffic Stud, presents only a <br />detailed description of the number of vehicular and pedestrians <br />that use this 16th Street/Citrus Bowl complex area. It does <br />not address the internal flora on the high school groan's and <br />the school traffic flo;r in relation to the surrounding streets <br />(16th Street, 20th .lverllio, 16th Avenue and 17th Avenue) . Even <br />thou,,:,,h this Appendix mentions the Vero Beach Junior c:; ,h and <br />the Voro Beach Elemerltiry School; again, a detailed description <br />of vehicular and pedestrian flo-,! is not given. `.:'e :7ere ver',' <br />disappointed that P1OSe::ooll ElL'Mentar`: School, 1JCated d1riCt1'; <br />on 16th Street was not even mentioned. <br />
